Come join a progressive and lively state agency, comprised of three distinct divisions to serve as the Deputy Director of Human Resources. The Kansas Department of Health and Environment is seeking an energetic, eager to learn leader to serve as the Deputy to the Director of Human Resources/Workforce Development. This position will manage the Employee Relations/Investigations team, the Performance Management program. Training programs of our buys HR Department as well as be a critical part of our HR Management and Operations Leadership team. The position (K) Oversees employee relations concerns, (including the employee relations specialist roles), for the Division of Public Health, the Division of Environment, Department of HealthCare Finance, and KDHE Administration. Runs investigations and develops investigative reports regarding incidents that have occurred at KDHE. Works closely with legal department regarding disciplinary actions and assists legal with development of position statements for employee relations cases, including cases brought to the attention of legal by EEOC (Equal Employment Opportunity Commission) and HRC (Human Rights Commission). Assists with research involved in other legal concerns related to employment cases. Subject matter expert regarding the application of employment law to investigative cases on the Human Resources side of case development. Leads in the development of disciplinary action documents informal and formal, for employees, including termination documents if necessary. Oversees employee relation specialists in training and development of their skill set in regard to developing disciplinary action documents, running investigations, and performing other employee relations and/or other related tasks. Provides guidance to supervisors and management regarding employee relations concerns across KDHE. Second level reviewer for criminal background check and hiring investigations if employee relations concerns arise. Assists with other employee relations concerns as needed. Oversees training program and staff development specialist. Review training being completed and work with staff development specialist to further develop training program. Back up for the TRAIN system includes profile reactivations, adding staff to online trainings and trainings that will be led in person so as to assist staff development specialist with system maintenance. Back up contact for training related questions and concerns when staff development specialist is out of the office. Provide direction and guidance to staff development specialist regarding the direction of training needs as related to business needs and business efficiency and assist with developing a training strategic plan for future development and succession planning within the training department, in coordination with staff development specialist. Supervise staff development specialist in development of training program for staff and resource development for staff at KDHE. Working with the staff development specialist to develop New Leader Orientation program, ongoing review on New Hire orientation program adding enhancements as needed. and implementation of a robust Leadership Development programs. Job Responsibilities may include but are not limited to the following: Oversees management aspects of MyOps system, (such as telework agreements, Alternative Work Schedules, etc.) and performance management (KLPM) at KDHE. Subject matter expert on the KLPM (Kansas Learning and Performance Management) System. Provides guidance to supervisors on performance reviews, annual reviews, special reviews, and performance related special reviews. Teaches supervisors how to access and use the KLPM system to apply the performance management processes in the online system, from setting up the review, to review completion. This includes discussion on objectives and competencies, how to apply a dynamic and static rating system, and how to write up specific competencies and objectives that fit the business needs of the supervisor's/manager's area. Oversee telework agreements as the HR appointing authority for the Division of Public Health, Division of Environment, Department of HealthCare Finance, and Administration. Supervises others whom approve AWS (Alternative Work Schedule) agreements as signatories for entire agency and signs off as HR signatory for AWS (Alternative Work Schedule) agreements for the entire agency, including entering appropriate schedules, once approved, in Sharp. Assist HR recruitment manager and generalist with employee maintenance and system updates as necessary, so supervisors and managers can access critical systems for signing off on employee related MyOps forms. Complete other MyOps and KLPM duties as needed. Oversees Implementation and supervises others involved with OPT and Stem-OPT meetings. Subject matter expert on F1 Visa Statuses and completion of I983 paperwork for Stem-OPT students that apply with agency. Working knowledge of USCIS processes and procedures as applied to the OPT and Stem OPT program. Will develop and foster relationships with International related programs at universities when working with student with OPT and STEM OPT who apply with KDHE. Responsible for providing information on required documents such as the updated I-20 form and expired EAD card for extensions as related to the F1 and Stem-OPT visa status. Complete other duties as necessary and or required by HR Director as related to student visa process etc. Qualifications Education: High School, GED Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: Three years of experience in planning, directing, organizing, managing or administering and of personnel, including Employee Relations/Investigations, and all aspects of Human Resources Operations.
