Work Hours : Monday - Friday, 8:00 AM - 5:00 PM

This classification is responsible for planning, directing, coordinating, and supervising day-to-day operations of the Property Management Department. Responsible for supervisory work supporting the Director, by providing support of oversight for all section functions, budget preparation and administration, establishing section goals/objectives, accountability for section outcomes and supervision of staff.

Note: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.

Working Conditions Indoor/Outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 50lbs. alone; up to 100lbs. with assistance.

Job Description

Essential Functions

Assist Director in maintaining an organizational structure and staffing to effectively accomplish the department's goals and objectives. Responsible for the planning, design, development, and management of all aspects for the Property Management Department and others as directed by the Deputy County Administrator.

Manages annual budgets for the organization and performs periodic cost and productivity analyses. Guides and directs the development and implementation of financial and fiscal management systems to provide for appropriate management in formation and preparation of financial and fiscal reports for various funds.

Participates in and makes recommendations for development of County policies and procedures pertaining to County owned properties and facilities.

Appropriately applies advanced knowledge of methods, materials, tools, and equipment, as well as associated safety rules and regulations, related to area of assignment.

Effectively directs and supervises assigned staff, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.

Develops and maintains effective and trustworthy working relationships with administration, community groups, elected officials, and others; develops and empowers employees; and promotes and supports excellence, efficiency, innovation, openness, and teamwork among departmental staff.

Develops, implements, and maintains policies, objectives, and short and long-range planning goals/objectives consistent with those of the organization to ensure efficient operation of the department and related projects and programs.

Performs, and supervises assigned staff and outside labor in the performance of, a variety of semi-skilled and skilled work associated with construction, maintenance, and repair of county facilities.

Reads, interprets, and works from blueprints, schematics, and diagrams. Performs duties effectively and efficiently in ahigh stress, fast-paced environment. Performs other related work (including weather or other extreme emergency duties) as required.

Performs administrative work in all phases of planning, development, construction, and operations of municipal buildings and facilities. Work includes planning, organizing, and supervising the daily operation of the Property Management Department.

Property Management and Operations Assignment:

Performs administrative work in all phases of planning, development, construction, and operation of facilities. Work includes planning, organizing, and supervising the daily operation and maintenance of Property Management Department. Assists in project cost estimation. Reviews technical drawings and specifications for projects. Coordinates the design, construction, and maintenance of government facilities.

Minimum Qualifications

Bachelor's degree in business administration, public administration, building construction, civil engineering, or related field.

Master's degree in related field desired, and at least five (5) years related experience in a federal, state, or local government setting.

Minimum of three (3) years high level budgetary and/or detailed financial management experience.

Minimum of three (3) years supervisory experience.

Valid driver's license with valid Florida driver's license within thirty (30) days of hire.

Equivalent combinations of training and experience may be considered.

Knowledge, Skills, and Abilities:

Knowledge of the laws, codes, ordinances, and policies applicable to the Property Management function.

Knowledge of, or ability to quickly learn and apply, organizational, functions, policies, laws, and administrative procedures of local government.

Knowledge of budget preparation, analysis, and administration.

Ability to make sound organizational and service improvements through innovation.

Ability to organize and effectively present oral and written reports, findings, and recommendations. Excellent public relations and time management skills.

Skill in computer operations and pertinent software applications.
