This management position is responsible for numerous functions within the Human Resources Department. The Deputy Director of Human Resources assists the Director of Human Resources in compliance and administration of human resources policies, procedures, and labor agreements. This supervisory position includes managing daily human resource operations, compensation, employee benefits, recruitment, employee relations, training, and DEI initiatives.ESSENTIAL JOB FUNCTIONS Develops, coordinates and oversees personnel functions, such as affirmative action program, civil rights compliance, EEO-4 reporting, classification plan, performance evaluation and HIPAA compliance. Plans, organizes, assigns and supervises work of employees in the Human Resources Department. Researches and assists in developing labor negotiation proposals and comparable data and may act as Chief negotiator during negotiations. Oversees the Employee Assistance Program and handles human relations issues and problems. Directs the recruitment and selection functions including the development of processes for promotional openings and management positions. Directs the workers compensation, unemployment compensation and FMLA program functions. Oversees Policy review and updates for Human Resources and Risk Management/Safety. Performs organizational reviews to analyze vacant positions; prepares reports for Common Council. Handles the Record Retention for the department and Open Record and general record requests. Coordinates the Request For Proposal schedule for the Human Resources department. Maintains regular punctual and predictable attendance, works overtime and extra hours as required. OTHER JOB FUNCTIONS Develops, coordinates and oversees presentation of training programs. Serves on advisory committees. Participates as a QIP facilitator. Works directly with the Human Resources Director to develop and manage the Human Resources budget. Represents the Human Resources Director at meetings/functions in their absence.Bachelor's degree in Human Resources or related field, at least six to seven years of human resources administrative experience, or equivalent combination of experience and training which provides the following knowledge abilities and skills: Thorough knowledge of personnel administration functions, such as employment, safety, training and labor relations. Thorough knowledge of laws impacting on the personnel function. Familiarity of Risk Management, workers compensation and liability insurance. Ability to communicate effectively, orally and in writing, with people at various levels both within and outside the organization. Ability to coordinate and handle a variety of programs and activities within the time frame required. Ability to gather data and use math skills to prepare reports and other information. Ability to conduct interviews. Ability to train, supervise and review the work of staff. Ability to maintain effective working relationships with fellow employees and deal courteously and tactfully with other governmental agencies and the general public.
