LOCATION OF POSITION MDH, Office of Internal Controls, Audit Compliance & Information Security, Baltimore, MD
Main Purpose of Job The position reports to the Chief Information Security Officer (CISO) as a part of the Information Security Division within the Office of Internal Controls, Audit Compliance and Information Security (IAC/S).
This position reports to the CISO for system security compliance and assists in security initiatives directed to support the agency's CISO workload needs, provides primary security support to the program and project teams, and directs IAC/S information security teams to perform security activities and functional requirements.
This position serves as the acting CISO's representative in their absence and makes decisions on behalf of the CISO.
This position performs activities to protect MDH's assets, applications, systems, and technology while enabling and advancing business outcomes. This position will serve as a member of the cyber incident response team, liaison with the State Compliance and Privacy Officers related to compliance and privacy matters, support the development of security artifacts for system approvals to operate, facilitate the assessment of applicable security controls, and coordinate with internal or independent security assessment teams to perform security audits.
Effective May 15, 2024, an employee may be required to come into the office 2 days a week. This hybrid schedule will be agreed upon between the appointing authority, supervisor and employee and can be subject to change. The employee in this position must adhere to the updated Maryland State Telework Policy effective 5/15/24 and the updated IAC/S Telework Policy effective 5/22/24.
IAC/S employees are required to disclose secondary employment: All employment (compensated and uncompensated) outside the Department. An individual may not be employed with or receive compensation outside the Department that would create a conflict of interest, an appearance of a conflict of interest, or impair the impartiality and independence of judgment of the individual. MINIMUM QUALIFICATIONS Qualified candidates must possess a bachelor's degree from an accredited college or university in an information technology, business, or management field and six years of information technology experience that must include experience with the following: Information Security Governance, Strategic Planning, Identity & Access Management, Network Security, Application Security, Security Awareness Training, Incident Response, Risk Management, Security Assessments, and Cloud Security, and two years of which are at a management or supervisory level.
Additional information technology experience will substitute on a year for year basis for the bachelor's degree. A related master's degree will also substitute for one year of the general experience.
DESIRED OR PREFERRED QUALIFICATIONS Preferred candidates should possess job related security or industry certifications including but not limited to the following:
- CompTIA Security+
- CompTIA Cybersecurity Analyst (CySA+)
- Certified Information Security Manager (CISM)
- Certified in Risk and Information Systems Control (CRISC)
- Certified Information Systems Auditor (CISA)
- GIAC Security Essentials (GSEC)
- Certified Information Security Systems Professional (CISSP)
