DescriptionPerforms technical bookkeeping and accounting-related tasks in researching, compiling, tracking, and collecting delinquent real estate and personal property taxes as well as other debts owed to the City.
Examples of Duties- Provides excellent customer service to both external and internal customers.
- Researches accounts with delinquent real estate taxes meeting criteria for bill in equity proceedings, prepares legal action letters, compiles parcel listings forwarded to collection attorneys, provides updated information to attorneys as requested, and maintains associated records of payments received and/or properties sold through public auction.
- Manages accounts with delinquent personal property and business-related taxes forwarded to collection attorneys and acts as liaison by providing updated account information to attorneys as well as tracking payments received from them.
- Processes code enforcement lien information received from City Attorney's Office to include posting liens to real estate accounts, billing for liens, and maintaining related files and records.
- Prepares legal action letters as needed for personal property and business-related taxes and assists with issuing bank liens and garnishments.
- Researches addresses for returned mail.
- Assists in releasing DMV stops.
- Assists with payment agreements as needed.
- Assists with debt set-off program which involves submitting claims to the Dept of Taxation for confirmation, determining validity of confirmed claims, notifying taxpayers, and tracking payments.
- Performs other duties as assigned.
Typical QualificationsMinimum Education and Experience:
- High school diploma or GED and some college coursework in finance, business administration, public administration or a related field and 1-2 years experience in collections, accounting or related field, preferably in a government setting, or an equivalent combination of education and experience.
Licenses and/or Certifications:
Knowledge:
- Good working knowledge of Federal, State and City tax laws affecting the collection of real estate, personal property, and business-related taxes
- General knowledge of government accounting practices
- Knowledge of Microsoft applications (Excel, Word)
Skills:
- Basic math and analytical skills with attention to detail
- Strong computer, customer service, and time management skills
Abilities:
- Ability to perform tasks with minimal supervision
- Ability to perform detailed work with numerical data and make arithmetical calculations rapidly and accurately
- Ability to handle difficult situations effectively and tactfully
- Ability to multi-task effectively

- Work is primarily performed in an indoor, climate-controlled, pleasant environment, but is exposed to temperamental changes (warehouses, covered loading docks, garages, etc), extreme noise and/or irate customers.
