One Federal Solution is seeking a highly skilled Defense Trade Analyst - Level IV to support the U.S. Department of State's Directorate of Defense Trade Controls (DDTC). The Level IV Analyst operates under administrative supervision, with significant autonomy in planning, executing, and managing assigned responsibilities. This role requires comprehensive expertise in U.S. arms export controls, international security policy, and regulatory compliance, particularly in relation to the Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR). Defense Trade Analyst - Level IV Key Responsibilities:
• Perform preliminary review and assignment of sensitive defense trade cases.

• Independently analyze and evaluate complex, precedent-setting license applications involving high-risk commodities (e.g., aircraft, munitions, naval vessels, missiles).

• Determine the need for interagency review and coordinate with entities such as DoD, NASA, and internal Department bureaus.

• Serve as a subject matter expert and liaison in multilateral regime committees and interagency working groups.

• Lead drafting of Congressional notifications, license provisos, and legal clauses associated with high-profile cases.

• Offer recommendations for investigations or further verification of defense trade activities.

• Conduct pre- and post-submission consultations with U.S. industry and provide interpretative guidance on export controls and the ITAR.

• Represent DDTC in interagency, diplomatic, and public forums, often with minimal supervision.

• Engage in ongoing licensing data analysis to inform policy decisions and track regulatory effectiveness.

• Draft Federal Register rules, memoranda, decision papers, and briefing materials for senior U.S. government officials.

• Serve as a Team Leader, overseeing the work of junior analysts, providing training, assigning tasks, and reviewing output.

• Support the EXODUS program by collaborating with U.S. Customs and Border Protection on jurisdictional and enforcement decisions. Defense Trade Analyst - Level IV Minimum Qualifications:

• Bachelor's Degree or equivalent combination of post-high school education and experience.

• Minimum of 7 years of AECA/ITAR regulatory experience.

• U.S. foreign policy and national security objectives.

• Export control legislation, including Congressional notification requirements.

• DDTC registration, compliance, and licensing processes.

• Independently interpret and apply complex regulatory materials.

• Make informed decisions on high-impact licensing requests.

• Manage time-sensitive projects with minimal supervision.

• Represent the agency in high-level discussions and negotiations. Defense Trade Analyst - Level IV Required Skills:

• Strong interpersonal, verbal, and written communication skills.

• Exceptional attention to detail and ability to manage competing priorities.

• Customer service mindset and demonstrated ability to work collaboratively.

• Advanced proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint).

• Working knowledge of Microsoft OneNote, OneDrive, SharePoint, Access, and Teams.
