Position Summary

The Dean of Finance & Administrative Services at Bishop State Community College is an executive leadership position that serves as a contributing member of the President's executive staff. The Dean is responsible for the supervision and leadership of the College's Business/Accounting, Information Technology (IT), Campus Safety and Security, Facilities, and Grants Offices. Further, the Dean is responsible for the college bookstore(s), food services, administrative affairs, property management, transportation, and auxiliary services

Essential Duties and Responsibilities

At a minimum, the essential functions of the Dean of Financial and Administrative Services shall include:
  • Ensuring compliance with all provisions of OMB Circulars A-133, A-21 and other related directives applicable to the administration of public and federal funds and property.
  • Overseeing the operations and functions of the Office of Information Technology (IT), Facilities, Business Office, Campus Police, Grants management, College Bookstores, and Food Services.
  • Preparing various analyses, reports or other financial related documents as requested by the President.
  • Responsible for the preparation of all reports related to the accounting records, grants, and information requested by various state, federal or other regulatory agencies.
  • Overseeing the data being provided electronically to departmental chairman, administrators and staff as appropriate for financial statement and budget monitoring.
  • Overseeing the operational side of and being responsible for the financial statements and budget related documents for all auxiliary enterprise accounts and profit and loss statements for those auxiliary accounts.
  • Overseeing the responsibility for the proper receipt coding, and deposit of all revenues from various sources and campus locations.
  • Overseeing the correct coding of all college purchases from various departments in accordance with established budgets.
  • Approving, denying or requesting revisions to purchase orders and requisitions with correct account codes for proper expenditure classification.
  • Responsible for the review of all purchase orders to ensure compliance with applicable state and federal laws, regulations or restrictions or other restrictions imposed by donors or grantors of funds.
  • Investing and reinvesting funds of the College in accordance with applicable state and federal restrictions or other restrictions imposed by donors or grantors of funds and in conjunction with policies and directives established by the President.
  • Overseeing the disbursement and receipt functions of the Business Office related to the Student Financial Assistance Programs with the Student Financial Aid Office.
  • Overseeing and monitoring all data entry into the student billing program and reconciling of these accounts monthly.
  • Responsible for all decisions pertaining to students including their accounts, billings, and correspondence.
  • Maintaining or causing to be maintained, accounts and complete files on all Business and Financial Aid Offices, Student Food Services, as well as Bookstore transactions and correspondence.
  • Attending continuing professional education seminars, lectures and conferences and other professional meetings that pertain to current maintaining professional competence in the administration of the College's accounting and reporting functions.
  • Coordinating periodic staff meetings as necessary to discuss new developments related to the operations and policy changes of the College Business Office, Office of IT, Campus Police, Facilities, Grants, Bookstore and Food Services.
  • Providing administrative leadership for the activities within the College Business Office, Office of IT, Campus Police, Facilities, Grants, Bookstore and Student Food Services.
  • Developing, implementing, evaluating and revising policies and procedures to ensure the effective and efficient delivery of all business services to the College and clients.
  • Providing leadership, direction and supervision to all units of the Administrative Services component for all Bishop State Community College campuses including Buildings, Grounds, Transportation Services and Property Management.
  • Designing, soliciting and awarding competitive bids and public works contracts in accordance with statutory requirements of Code of Alabama, 1975.
  • Administering the risk management program for Bishop State Community College.
  • Supervising the control of fixed asset and resale inventories.
  • Overseeing the Director of Facilities in designing and supervising of preventative maintenance programs for major equipment and facilities.
  • Overseeing the Director of Facilities in designing and supervising renovation projects related to campus facilities.
  • Serving as liaison or designating the Director of Facilities as liaison between the College and architects, contractors, public building authorities, attorneys, security agencies, the State Building Commission and others involved in new construction projects.
  • Preparing various internal and external letters, memoranda, analyses, documents, manuals and records related to Administrative Services functions.
  • Overseeing the scheduling of transportation services and special events.
  • Attending College social functions.
  • Attending professional development seminars and meetings.
  • Preparing and maintaining records of the College Foundation.
  • Collaborate with other members of the president's executive staff.
  • Performs other duties as required.
Qualifications

Minimum Requirements:
  • Minimum Five (5) years of leadership and supervisory experience with comprehensive knowledge of business/administrative services in an education or appropriate setting
  • Bachelor's degree from a regionally accredited institution
Preferred Requirements:
  • Minimum seven (7) years of leadership and supervisory experience with comprehensive knowledge of business/administrative services, facilities management, and administrative services in a higher education setting
  • Master's degree from a regionally accredited institution

Physical Demands & Work Environment:

Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Learned physical skill is required for keyboarding. Frequent walking, standing, or sitting may be required. Working hours may vary and occasional evening or weekend work is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
