Job Summary
Direct Care and Treatment (DCT) is seeking an individual to join our DCT Finance Team for an exciting and rewarding opportunity as a Budget & Financial Analyst Manager. This position will direct and contribute to the establishment, oversight, and maintenance of DCT's annual operating budget and fiscal reporting to ensure that the program outcomes are consistent with the DCT strategic plan and agency goals.
Primary responsibilities:
• Provide leadership and direction with the development of annual operating budgets, financial analysis and reporting, and forecasting to ensure compliance.
• Provide fiscal and technical advice, guidance, strategies and analysis to business partners on the development and administration of fiscal policy, biennial budget and operational spending plans.
• Manage and supervise DCT Budget and Financial Analysis staff to facilitate effective and efficient operations and assure that work outcomes are consistent with section, division, and agency goals. Please note: This position has a flexible work arrangement that may allow for a mixture of working in our office and Telework ; however, this may change in the future with notice.
Qualifications
Minimum Qualifications
Demonstrated leadership experience. Leadership experience can include:
• Experience as a supervisor, lead worker, team lead, project lead;
• Completion of a State of Minnesota leadership program (e.g. ELI, L4);
• A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
• 1+ year of experience identifying issues, goals and strategic actions
• 100+ hours per year time commitment AND
Five (5) years of advanced work experience in financial analysis, budget development and accounting demonstrating the following:
• Advanced knowledge of Generally Accepted Accounting Principles (GAAP)
• Advanced knowledge of governmental standards and regulations and federal and state budgetary and legislative processes
• Experience in clinical and operational healthcare
• Experience managing and analyzing complex financial data to support budget development, forecasting, and complex financial decision-making
• Experience reading and interpreting state and federal laws, rules, and requirements and operationalizing changes in fiscal or reporting requirements.
• Managerial experience assigning priorities, development of staff, and process improvement. Preferred Qualifications
• Bachelor's degree in business administration, healthcare administration, finance, accounting, or related field and a graduate certificate in Business Analytics or Management Information Systems. Additional Requirements
