Scope of Work
Data Analyst I is a hybrid technical position combining responsibilities in database administration, GIS system development, data integration, and business intelligence. This role supports the city's strategic data infrastructure, geospatial initiatives, and cross-departmental applications through optimized database performance, spatial analytics, and interactive visualizations.The ideal candidate brings advanced expertise in relational databases, spatial data systems, programming, and visualization tools. A collaborative, forward-thinking approach is key to building scalable and secure solutions that serve both operational and strategic goals across the city.
Essential Job Duties
• Design, implement, maintain, and optimize enterprise databases (SQL Server, SDE, ArcGIS Enterprise, Oracle, MySQL).
• Support and manage spatial and non-spatial databases, ensuring integration with enterprise applications and systems.
• Develop and maintain custom tools and scripts using SQL, Python (ArcPy), Arcade, and JavaScript (React).
• Build and manage web-based applications and dashboards using HTML/CSS, JavaScript, ArcGIS API, Power BI, Tableau, and ArcGIS Dashboards.
• Administer ArcGIS Enterprise, ArcGIS Online, and Portal environments including user management and service publication.
• Implement database performance tuning, security protocols, data backup, recovery plans, and optimization strategies.
• Support ETL processes, data transformations, and API integrations (REST, JSON, BAO).
• Provide database and application troubleshooting and resolution support.
• Collaborate cross-functionally with GIS, IT, and business teams to enhance system efficiency and data-driven decision-making. Create and maintain system documentation, workflows, and development standards.
• Participate in on-call rotations and provide after-hours support when needed.
Physical and Environmental Conditions
• Proficiency in SQL Server, Oracle, SDE, MySQL, PostgreSQL, and data modeling.
• Expertise in Python, ArcPy, Arcade, JavaScript (React), and web development.
• Experience with ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, Portal, and GIS-based analytics.
• Familiarity with data visualization tools like Power BI, Tableau, and Esri dashboards.
• Strong understanding of database backup, recovery, security, and performance optimization.
• Experience integrating external datasets via APIs for enhanced analysis.
• Demonstrated project management, leadership, and cross-functional collaboration.
• Excellent written and verbal communication skills, with the ability to explain technical topics to non-technical stakeholders.
• Strong analytical and troubleshooting skills; detail-oriented.
Minimum Education and Experience
•
Bachelor's degree in GIS, Computer Science, Information Systems, or a related field (Master's degree preferred) or 4 years of experience can be substituted for the Bachelor's degree
• Esri technical certifications, Microsoft SQL certifications, CompTIA A+ or Tech+ preferred.
• Valid Texas Driver's License.

• Ability to sit, stand, and transport self from building to building
• Ability to kneel, crawl, climb, and twist for purposes of installing and maintaining equipment
• Ability to lift and move computer equipment.
