We are seeking a dynamic Database Manager/Administrator (DBA) with a demonstrated record of success in fast-paced, high-impact environments to join our team. The Database Manager/Administrator (DBA) will support the Office of the Secretary of Defense, Personnel & Readiness (OSD P&R) in managing and optimizing the Defense Readiness Reporting System (DRRS), a critical system used across all P&R offices. DRRS is essential for tracking unit and personnel readiness, including training completion, medical records, deployment status, and overall force preparedness. As a Database Manager/Administrator, you will be responsible for ensuring the integrity, security, and performance of DRRS databases, facilitating seamless data entry, retrieval, and reporting. Your expertise in database management will directly contribute to maintaining accurate and accessible readiness data, supporting military leadership in making informed, strategic decisions for operational preparedness and force management. This position will be a Hybrid role with the on-site location being the Mark Center in Alexandria, VA. Candidates are required to live within a commutable distance to the on-site location. This position is contingent on government stakeholder approval. Responsibilities
• Develop and enforce policies for effective data management, forming an excellent control environment for data governance, data quality, and data lifecycle processes
• Design and implement data strategies that align with organizational objectives, including cloud-based transitions where appropriate
• Oversee the management of databases and data storage systems, ensuring optimal performance and scalability
• Implement robust security measures to protect sensitive medical data and ensure compliance with government privacy regulations
• Lead database infrastructure improvements, including indexing, performance tuning, and capacity planning
• Monitor and optimize data processing performance across both on-premise and cloud-based environments
• Develop and execute backup, disaster recovery, and business continuity plans to safeguard critical data
• Manage and mentor a team of data professionals, including database administrators, engineers, and analysts
• Collaborate with IT teams, developers, and business stakeholders to ensure consistency, accessibility, and secure handling of data
• Stay updated on emerging data management technologies, methodologies, and regulatory requirements
• Other duties as required Requirements:
• Active Secret Clearance Required; TS or higher Preferred
• Bachelor's or Master's degree in Computer Science, Information Management, or a related field
• 9+ years of relevant experience in data management, with demonstrated leadership skills
• Certification in data management (e.g., CDMP) is a plus
• Proficiency in database management systems such as SQL Server, Oracle, MySQL, or PostgreSQL
• Strong SQL expertise for data manipulation, query optimization, and database management
• Experience in data governance, lifecycle management, and data security best practices
• Familiarity with cloud-based database solutions, such as AWS RDS, Azure SQL, or Google Cloud SQL
• Proficiency in automation and scripting using PowerShell, Bash, or Python for database maintenance
• Strong understanding of indexing strategies, query tuning, and system performance optimization
• Ability to develop and implement backup and disaster recovery strategies
• Experience managing client/server environments and virtual systems
• Familiarity with data warehousing, ETL processes, and business intelligence tools
• Strong problem-solving skills with attention to detail and process improvement initiatives
• Strong analytical skills for diagnosing database performance issues and implementing solutions
• Excellent communication skills to convey complex data concepts to non-technical stakeholders
• Experience managing database costs and developing budgetary plans
• Ability to work collaboratively with cross-functional teams to optimize data workflows
• Commitment to staying updated on the latest innovations in data analytics, cloud storage, and security
Desired Skills:
• Bachelor's or Master's degree in Computer Science, Information Management, or a related field
• 3+ years of relevant experience in data management, with demonstrated leadership skills
• Certification in data management (e.g., CDMP) is a plus
