This role supports the Indiana Department of Health (IDOH), with a primary focus on the Maternal Child Health Division and the My Healthy Baby initiative. You'll lead and support data curation, quality improvement, and reporting efforts-ensuring data accuracy, clarity, and impact across key public health programs.

What You'll Do

As a Data Quality Analyst, you will wrangle, validate, and analyze complex data sources to deliver insights and ensure integrity across multiple public health datasets. You'll lead data quality efforts, help integrate new datasets, and develop reports that communicate findings to technical and non-technical audiences.
  • Serve as a subject matter expert for data related to Maternal Child Health and My Healthy Baby programs.
  • Wrangle, clean, validate, and transfer raw data for analysis and reporting.
  • Lead and support data quality improvement initiatives across the agency.
  • Review and provide feedback on analysts' work and oversee projects by associate analysts.
  • Conduct statistical and exploratory analysis of agency datasets, from aggregation to complex methodologies.
  • Collaborate with internal and external partners to innovate ways of using and visualizing data.
  • Develop data visualizations and reports for grants, stakeholders, and public dissemination.
  • Provide technical assistance to program areas on data use, analysis, and reporting.
  • Ensure all work aligns with privacy standards including HIPAA, PHI, and state data statutes.
Requirements

Required Qualifications
  • Bachelor's degree in a related field (e.g., Public Health, Data Science, Informatics, or equivalent)
  • 2+ years of experience with:
    • Base SAS (Data Step programming)
    • PROC SQL
    • SAS Macro Language
    • SAS/STAT
    • Advanced SQL development
    • Python for data transformation
    • Data warehouse concepts (e.g., data integration, curation, and co-location)
  • 1+ year of experience working in a cloud environment (Azure preferred)
  • Demonstrated experience cleaning, validating, and analyzing complex datasets
  • Ability to read and interpret sensitive public health or legal data
  • Strong verbal, written, and interpersonal communication skills
  • Proven ability to work independently, manage multiple projects, and meet deadlines with accuracy
  • Understanding of HIPAA, PII, PHI, and related data privacy regulations
Preferred Qualifications
  • Master's degree in Public Health, Epidemiology, Informatics, or a related field
  • Experience working in or with government agencies (state-level preferred)
  • Experience working with maternal and child health data or public health data
  • Familiarity with:
    • Azure DevOps
    • Agile project management methodology
    • Microsoft AZ-900: Azure Fundamentals Certification
    • Microsoft DP-900: Azure Data Fundamentals Certification
  • Experience gathering data requirements through stakeholder interaction
  • Experience leading or contributing to cross-functional/multi-team projects
  • Strong interest in data quality improvement and data literacy efforts
