The Honolulu Authority for Rapid Transportation (HART) is the public transit authority responsible for planning and constructing Skyline, Honolulu's rail transit system. It is the first fully automated, driverless urban light metro system in the United States and represents the largest public infrastructure project in the history of Hawaii.

Skyline's route is approximately 19 miles, with 19 stations, along Oahu's southern coast, and it is being constructed in three segments. The first segment, from East Kapolei to Aloha Stadium, is already in revenue service, with the next segments planned to extend service from Middle Street, through downtown Honolulu, to the Civic Center Station.

HART is seeking a Data Processing Systems Analyst I within the Project Controls team. Reporting to the Director of Project Controls, this role focuses on implementing a data analytics program, including developing advanced metrics, key performance indicators (KPI's), and dashboards.

We welcome candidates with expertise in data systems analysis or related fields. Proficiency with tools such as Oracle and project management software is a plus. The ideal candidate will translate organizational needs into technical solutions, advocate for end-user success, and enhance the availability of critical data and information. Job Duties & Responsibilities
  • Identify and address data visualization needs by collaborating with team members to implement models and monitor outcomes.
  • Establish and maintain processes and tools to track performance, ensure data accuracy and model outcomes effectively.
  • Gather feedback on model performance from stakeholders and use insights to enhance reporting and analytics solutions.
  • Develop, monitor, and analyze KPI's and reporting outcomes to uncover opportunities for operational improvements.
  • Conduct impact analyses and ensure change readiness by tailoring communications to meet the needs of diverse stakeholder audiences.
  • Understand challenges in business reporting processes to design effective solutions that address organizational needs.
Minimum Requirements
  • Education : A combination of education and experience substantially equivalent to graduation from a regionally accredited four-year college or university with major course work in computer science, business or public administration, accounting, mathematics, or a related field and one year of experience in the analysis of operating practices, methods and procedures, some of which shall have involved the conduct of feasibility studies and the analysis and design of systems for the electronic data processing.
  • Experience : At least three years of professional experience in centralized purchasing, standards, and specifications development activities.
  • Knowledge of :
  • Principles and practices of public administration, organization, and management.
  • Data processing systems analysis, design, and development.
  • Office systems and procedures.
  • Operation, characteristics and capabilities of various types of electronic data processing equipment.
  • Research and statistical methods and techniques.
  • Ability to :
  • Gather, analyze, correlate and evaluate facts to make sound judgments.
  • Determine the feasibility of converting various manual work processes to automated systems.
  • Analyze and apply machine capabilities to data processing operations.
  • Review organizational structures, workflows, and operating procedures and processes and integrate findings for data processing solutions.
  • Prepare clear and concise reports and program guidelines.
  • Desired Skills :
  • Familiarity with construction processes or tools like Oracle Construction Intelligence Cloud Service.
  • Experience with project management software such as Atlassian Jira or similar platforms.
  • Physical Requirements: Candidates must meet the health and physical condition standards necessary and proper for performing the essential duties of this duties.

Work Schedule and Location
  • Schedule: Monday through Friday, 8-hour shifts.
  • Location: Work is conducted on-site at HART's offices, located in Honolulu, Hawaii 96813. Telecommuting is not currently available for this role.
  • HART does not cover relocation costs. Must be able to reliably commute or relocate by first day of employment.
