Description of Work
This Position is Predominantly Office Based with Some Travel In and Out of State

The primary purpose of this position is to plan, develop, implement, monitor, and evaluate activities associated with assigned functional area(s) to support the role of the EI Section as the state lead agency for IDEA Part C. This position is also responsible for providing technical assistance to local programs to ensure compliance and effective performance. The position works with CDSAs to collect and analyze program data and interpret data reports for use by local management teams. Examine service delivery data and trends. Present monitoring findings and reports to EI Section and to the management of the CDSAs to plan for effective administrative and program objectives and strategies. Analyze data to inform program improvement and decision making. Review and analyze program data to determine reliability of data and identify areas of non-compliance for management use. Use analyses provided by current data sources, including using the state's database to evaluate program outcomes. Assist CDSA directors in interpreting local program data and identifying needs, objectives, and strategies for future operations as related to compliance and quality programs. Prepare written reports to assigned CDSAs to reflect the State's findings based upon corrective action plans for CDSA management and assist with addressing systemic issues by providing focused technical assistance and assuring strategies to move CDSAs to the expected outcome. Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
•  Working knowledge of program evaluation principles, techniques, and practices and their application to the functional areas to which assigned.
•  Experienced in using data management and reporting systems in support of the functional areas to which assigned.
•  Proven experience with data analysis and interpretation directly relating to the impact of the program, services to children and families, as well as El system goals.
•  Demonstrated experience presenting information verbally and in written form to professional and community groups.
•  Experienced in leading assigned projects or activities and recommending new or improved program or system changes for management approval. Management Preferences:
•  Experience with Part C El program.
•  Understanding of principles of data governance and applicable data privacy laws such as FERPA and HIPAA.
•  Providing training and technical assistance to a diverse population, including management, supervisors, staff, community partners, and service providers.
•  Experience with at least one of the following:
•  Experience using statistical software (SPSS, SAS, R, etc.)
•  Experience using dashboard software (Tableau, Power BI, etc.)
•  Experience with survey methods and survey products (Qualtrics, Survey Monkey, etc.) Physical Requirements:
