We're seeking a highly skilled
Management Analyst to join a mission-driven team supporting the Contracting and Procurement Directorate (CPD) at USCG SFLC. This role is ideal for someone who thrives in a data-driven environment, understands the federal acquisition lifecycle, and can turn complex information into actionable insights.
The analyst will work at the intersection of data management, performance measurement, and strategic planning-supporting leadership with decision-quality information and helping improve the health of CPD's procurement operations.

Requirements - Key Responsibilities:
- Lead advanced data analysis and develop predictive models to assess performance on key procurement and operational metrics.
- Design and manage systems that track Human Capital metrics, Federal Acquisition Certifications, CPARS, FPDS-NG timeliness, ECFS compliance, and contract closeouts.
- Coordinate and synthesize large datasets across procurement and human capital domains, ensuring accuracy, usability, and integrity.
- Create dashboards, information graphics, and data visualization tools (e.g., Tableau) that bring clarity to complex trends.
- Provide regular reports and briefings to CPD leadership to support decision-making, performance improvement, and risk management.
- Support continuous improvement by identifying gaps in data collection, recommending process changes, and sharing best practices.
- Respond to ad-hoc analysis requests, often with tight deadlines and high visibility.
- Write clear, concise technical memos and policy briefs that translate findings for a range of stakeholders.

- Procurement closeout and performance metrics
- Electronic Contract Filing System (ECFS) metrics
- Human Capital and organizational charts
- Small Business Utilization and One-Bid reports
- Service Contract Act compliance
- FPDS-NG reporting and data quality
- NESSS, FSMS, Open Commitments, and Purchase Card reports
- Contract Warrants, Claims, Protests, and Certification data
- Ad hoc and quarterly performance briefings
Office Hours: - 0800 to 1700 Monday through Friday
