Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
Create 2-3 products beyond the client's requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
Master position tasks within 60 days and exceed requirements within 90 days.
Responsibilities:
The Combatant Command Intelligence Enterprise Management Support Office (CCI EMSO) assists the Office of the Under Secretary of Defense for Intelligence and Security OUSD(I&S) in modernizing, aligning, and integrating enterprise CCI capabilities as part of the Defense Intelligence Enterprise. CCI EMSO conducts rigorous research, analysis, and assessment of Defense Intelligence Programs, Capabilities and tools to inform OUSD(I&S) and USAF senior leader decision making.
EMSO conducts analytic assessments and provides recommended solutions to build and sustain current CCMD intelligence programs and ensure the Joint Force is aligned with future Joint Warfighting Concepts. CCI EMSO conducts the planning and acquisition of cost-effective, critical capabilities in order to support the war-fighting mission of combatant commanders
CCI EMSO requires a Data Analyst, with experience and proficiency in data analysis techniques, such as regression, factor, cluster, and time series analysis and common tools such as Python, R, SQL and PowerBI. The candidate should have the ability to visualize and communicate results to higher command and a wide span of stakeholders. Specific responsibilities include but are not limited to:
Contribute to CCI EMSO's mission as part of a multi-disciplined team of data scientist, engineers, architects and analysts in assessing sensor to shooter workflows, technologies, and programs.
Support the Defense-level analyses, such as the analysis of Defense Intelligence systems' employment and integration into National and Defense Strategies, including the Combined Joint All Domain Command and Control (CJADC2) Strategy and Implementation Plan.
Support the CCI EMSO performance assessments, such as assessing the implementation of Defense Planning Guidance and Consolidated Intelligence Guidance by Services and Combat Support Agencies.
Process and analyze large datasets, including structured and unstructured data.
Conduct statistical analysis and predictive modeling to support OSD-level programming and resourcing decisions.
Ensure data quality and integrity base on governance principles and practices.
Provide data-driven insights for strategic decision-making in defense planning and resource allocation.
Create dashboards and visualizations to communicate data insights to stakeholders.
Work with defense-specific data formats and standards for interoperability.
Analyze operational performance data to improve the efficiency of defense processes,
Apply compliance reporting requirements related to defense data and ensure adherence to regulatory standards.
Qualifications:
The candidate must have the following qualifications:
Minimum of ten (10) years of experience performing related work.
Minimum of six (6) years of specific functional experience within a component of the DOD or military.
Ability to perform independently and as part of a team.
Work with stakeholders including data, design, product, and executive teams to confirm or gather requirements.
Possess the ability to perform oral and written communication within the highest levels of management and the ability to professionally prepare and present analytical documents for senior military and defense officials.
Examples of unclassified work may be requested for review or presentation.
The following qualifications are desired:
DoD Intelligence, Combat Support Agency, or Combatant Command experience.
Data analytics certification
Experience or knowledge of the Intelligence Capabilities or Systems; and JCIDS, Acquisitions, and PPBE processes at the Combatant Command, Service or Department level.
Experience with Python, R, SQL and Power BI.
Experience with the application of Generative AI- Large and Small Language Models.
Travel: Some local travel may be required.
