Duties Description The Data Analyst 1 will work in the Office of Public Health's,Vital Records in the Data Management and Analytics Unit, the Data Analyst 1 will be responsible for using analyticalprogramming languages and statistical and mathematicalcomputations, and visualization software to relay meaningful data to the Units and management of the Bureau. The incumbent will apply skills such as data mining, data engineering, data modeling, natural language processing and machine learning to extract and analyze information from structured and unstructured data sets. The incumbent will be responsible for presenting these results, in paper and presentation format, through visualizations, summaries, and reports.

Minimum Qualifications Non-competitive: bachelor's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and either: satisfactory completion of a two-year traineeship or two years of experience in data visualization, and statistical models and data mining tools.

Substitution: A master's degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.

Preferred qualifications: A minimum of 2 years of demonstrated proficiency using analytic tools such as, but not limited to, SAS, SQL, Python, or R, Tableau, SAS BI, Power BI. Experience with machine learning and predictive analysis. Experience and/or strong understanding on data engineering processes like data infrastructure design, building data pipelines, cloud integration and computing. Experience in selecting and adapting new technologies and AI tools. Experience in public health research utilizing peer reviewed journals, large demographics and/or public health program data to analyze and interpret results and findings for drawing conclusions and making recommendations. Strong communication and interpersonal skills.

This position may require travel throughout New York State including overnights to areas not served by public transportation.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
