Description
Performs a variety of routine clerical work in keeping records and providing support to assigned department staff. Responsible for billing issues related to utilities. Responds to questions and resolves utility billing problems. Work is performed under limited supervision with moderate latitude in the use of initiative. Position relies on experience and exercises independent judgment to determine the best approach by using and interpreting policies and procedures.

  • Receives the public and answers questions; responds to inquiries from employees, citizens and others; refers to appropriate department/staff member as needed
  • Answers phones and provides basic information as required; refers calls to appropriate department/staff members
  • Inputs data to standard office and department forms; makes simple postings to accounts; compiles data for various reports
  • Types and edits a variety of correspondence, reports, memoranda, and other material ensuring accuracy
  • Sets up meeting rooms; makes copies and assembles papers for agenda packets based on specific direction; make copies for the public
  • Receives, stamps, and distributes incoming mail; processes outgoing mail
  • Performs basic cashiering duties
  • Coordinates and schedules appointments
  • Performs other duties as required or as assigned
  • Creates bills for water, sewer, and solid waste charges monthly
  • Assists with the processing all final reads, opens new accounts, closes old accounts, calculates and collects all deposits and/or refunds; refunds deposit when final bill is paid or applies the deposit to the final charges
  • Audits low and high usage transmitted by the Master Meter system used to calculate reads to bill for water services
  • Notifies customers of high reads when Public Works personnel identify the problem as a possible leak
  • Posts payments to accounts, reviews accounts, and posts adjustments as needed
  • Processes credit card payments daily
  • Processes lien search information for the sale of properties or refinances including sewer lateral reports
  • Enters new meter installation data and verifies final reads from old meters; verifies meter numbers and serial numbers
  • Makes credit and debit adjustments to customer accounts in an accurate and timely manner
  • Completes the lead and copper testing report every three years
  • Completes the water quality testing report once a year; sends report to each account holder
  • Reviews and identifies past due accounts; coordinates collection effects; conducts courtesy calls and emails and mails past due notices
  • Resolves customer complaints related to missed garbage service; processes garbage container replacement requests
  • Follows up with the Building Department for properties that have demolition permits to ensure that charges for sewer and solid waste are removed
  • Verifies that all cash and checks received from the cashier at Town Hall and the Community Center are received before daily deposits goes to the bank
  • Performs other duties as required or as assigned
Supervision:
  • None
Minimum Qualifications
High school diploma or GED; supplemented by some clerical experience; or an equivalent combination of education, certification, training, and/or experience. May be required to have and maintain a valid Florida state driver's license. Must have or be able to obtain Notary Public certification. May be required to have and maintain a valid Florida state driver's license. May be required to have or obtain additional formal industry certification(s) based on area of assignment.

PREFERRED QUALIFICATIONS:
  • Public Works, Storm Water, or Utilities billing.
  • Bilingual: English & Spanish

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of basic clerical procedures such as alphabetizing files and records
  • Skill in the use of or ability to learn to use Microsoft Office products (Word, Outlook, and Excel) and applicable department / organizational software
  • Ability to communicate effectively verbally and in writing
  • Ability to deal effectively with the public
  • Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work
  • Ability to follow oral and written instructions
  • Ability to organize work for timely completion
  • Ability to perform basic cashier duties accurately
  • Ability to regularly attend work and arrive punctually for designated work schedule
  • Ability to pass the required background check and drug screening

PHYSICAL REQUIREMENTS:

Depending on functional area of assignment, tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Tasks may involve extended periods of time at a keyboard or work station and extended periods of time standing and/or walking.

ENVIRONMENTAL REQUIREMENTS:

Tasks are regularly performed inside without exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).
SENSORY REQUIREMENTS:

Tasks require sound and visual perception and discrimination. Tasks require oral communications ability.
