The purpose of this position is to provide the essential administrative processes, technical knowledge, and perform the work listed. This role has the responsibility to promote Fluor's competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence.

Fluor is seeking a highly skilled Senior Cybersecurity & Systems Engineer to provide technical leadership and support for Industrial Control Systems (ICS), Facilities IT, and enterprise-level network security. This role combines cybersecurity, system administration, network engineering, electrical engineering, and controls engineering expertise to ensure the security, stability, and efficiency of standalone computing environments while maintaining electrical systems resilience. The successful candidate will be responsible for the implementation and enforcement of Information System Security policies, standards, and directives while managing enterprise IT infrastructure, networking, and ICS security operations.

• Implement and maintain Risk Management Framework (RMF) processes, ensuring compliance with regulatory requirements such as NIST 800-53, CNSSI 1253, ICD-503, and JSIG.

• Perform security analysis of operational and development environments, identifying threats, vulnerabilities, and mitigation strategies.

• Manage and maintain compliance tools such as Splunk, Nessus, SCAP, and XACTA.

• Conduct security assessments, penetration testing, and audits.

• Develop and implement security policies, supporting Continuous Monitoring (CONMON) processes.

• Assist with incident response, risk assessments, and forensic investigations.

• Oversee system hardening, vulnerability remediation, and patch management.

• Install, configure, secure, and maintain Windows and Linux environments.

• Administer a VMware vSphere infrastructure across multiple data centers.

• Support Active Directory (AD), Group Policy, and Security Logging.

• Troubleshoot hardware, OS, and application-related issues.

• Ensure compliance with cybersecurity benchmarks by analyzing system logs and configurations.

• Manage IT assets, including software licensing and hardware inventories.

• Install, configure, and manage Cisco switches, routers, firewalls, and VPNs.

• Administer Cisco ISE and Cisco Cybervision for network security and visibility.

• Implement LAN/WAN design and performance tuning.

• Provide network security solutions, including intrusion detection and prevention.

• Assist in SCADA network integration and monitoring.

• Lead IT projects related to infrastructure improvements and system migrations.

• Design configuration and management of ICS environments, including Supervisory Control and Data Acquisition (SCADA) systems.

• Design, Manage, and Support electrical distribution SWGR automation network.

• Work with WebCTRL, Cimplicity, & Ignition applications for facility automation.

• Expertise in PLC Programming, HMI Configuration, SCADA Systems, Control System Design, Control System Troubleshooting, and Piping and Instrumentation Drawings (P&IDs)

• Support piping and instrumentation diagrams (P&IDs) and control system troubleshooting.

• Apply Cost Competitive Execution techniques to develop the most cost-effective total project solution for execution of the discipline engineering work

• Develop and review specifications, including design criteria

• Participate in activities associated with equipment and material procurement, permitting, and subcontracting

• Perform and check calculations, specify equipment, and solve problems of moderate or complex engineering problems

• Review vendor equipment documentation within the discipline and from other disciplines for compliance with project requirements, and actively seek discrepancy resolution

• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
