Job Title: Counterdrug Threat Analyst & Data Reporting Specialist Responsibilities: Conduct counterdrug (CD) threat assessments focused on illicit drug and precursor chemical trafficking via maritime vessels (commercial and non-commercial), including containerized shipping. Analyze Automatic Identification System (AIS) data. Prepare detailed assessments on Drug Trafficking Organizations (DTOs), their networks, maritime transportation affiliations, tactics, techniques, procedures (TTPs), and maritime routes. Support national, theater, and law enforcement intelligence requirements through varied assessments, such as: DTO Threat Assessments Regional Maritime Narcotics Flow Assessments CD Force Assessments Port CD Threat Assessments CN Baseline Assessments Maritime Intelligence Reports (MIR) ONI Today (ONIT) Reports Maritime Capability Milestones Enter and track data in relevant databases, including 10 U.S.C. 284(b) data, and compile quarterly reports. Assist ONI CN Department leadership with data reporting to DASD-CN/SP. Consolidate, mine, and analyze CN Department data to identify areas for improving formal and ad-hoc production. Develop and distribute surveys to gather customer feedback, monitoring product utility and accuracy. Collaborate with CN Department leadership and end users to troubleshoot platform issues and refine database structure and data science processes. Define requirements, develop documentation, and create reports for DASD-CN, and as directed, Kennedy Command Staff. Establish and document best practices for reporting processes to ensure quality, consistency, usability, and reliability. Provide regular project updates, status reports, and recommendations to CN Department leadership. Qualifications: Required: Active Top Secret/SCI clearance. 3+ years of all-source analytical experience supporting analytical product development; OR a bachelor's degree in a related field (e.g., International Relations, Intelligence Analysis) plus 1.5 years of analytical experience. 6-12 months of experience in data science, data management, or data analytics. Proficiency in Intelligence Community Analytic Standards (ICD 203), including: Classification of documents Intelligence sourcing methodology The Telegraphed Inverted Pyramid Model (TIPM) 4+ years of experience using Microsoft Office Suite. 2+ years of experience in effective oral and written communication. Preferred: Knowledge of maritime security and capabilities. 2+ years of experience with advanced statistical techniques (e.g., regression, distribution properties, statistical tests). 2+ years of experience with machine learning methods (e.g., clustering, decision trees, neural networks). Additional Information: This role requires conducting CD threat assessments and tracking/reporting DASD-CN/SP metrics for all ONI CN Department project codes under the Department of Defense Counterdrug (CD) Program Performance Measurement Plan (PMP). The contractor may need to travel locally and perform tasks at alternate locations within 30 miles of the Washington, DC Metro Area. The National Target Center (22330 Glenn Drive, Sterling, VA 20164) has been identified as an alternate work site.
