Position
This is a newly established position that has been conceptually approved by the District's Board of Directors and is pending final Board approval.
Under the general supervision of the Control Systems Supervisor, a Control Systems Technician provides technical and end user support for the District's Supervisory Control and Data Acquisition (SCADA), Distributed Control System (DCS), and other control systems.
The recruitment process will consist of an application screening, 1st round (structured) interview, and 2nd round (selection) interview. The tentative date ranges for the interviews are listed below:

1st Round Interview Date Range: June 9 - 12, 2025

2nd Round Interview Date Range: June 16 - 19, 2025

Essential Duties

Provides technical support for SCADA systems hardware, software, and network for all District facilities and systems including water treatment, wastewater, and composting facilities, pump and lift stations, and collection and distribution systems.

Provides technical support for software and operating systems for personal computers, servers, routers, switches, backup devices, and associated SCADA network infrastructure.

Provides technical support for the District's SCADA and programmable logic controller (PLC) network communications equipment, SCADA and PLC system backups, and off-site storage management.

Consults with operations staff to identify and implement improvements to process controls by modifying existing SCADA, Human Machine Interface (HMI), and PLC programs.

Completes work orders for PLC, communications devices, and other control equipment configurations; maintains detailed documentation of modifications; provides control systems end user support and technical assistance.

Troubleshoots, diagnoses, and repairs network and electrical issues related to PLC inputs and outputs, including Variable Frequency Drives (VFDs), power circuits, and signal circuits.

Monitors SCADA system data and performance to detect anomalies and irregularities; troubleshoots systems issues and implements solutions, upgrades, and improvements.

Coordinates with other Information Systems staff to implement and enforce cybersecurity measures to safeguard SCADA systems and critical infrastructure.

Responds promptly to system emergencies and alarms; coordinates with other work groups as necessary to resolve issues and minimize service disruptions.

Participates in a variety of projects related to control systems implementation, maintenance, and operations.
Qualifications
  • DEMONSTRATED KNOWLEDGE OF AND PERFORMANCE IN THE FOLLOWING AREAS:
    • Applicable District standards, policies, processes, and procedures pertaining to control systems administration and maintenance, including applicable safety and health policies and procedures;
    • Applicable state and federal laws and regulations pertaining to SCADA/DCS systems and operations;
    • Various SCADA/DCS software, HMI fundamentals, and PLC interface;
    • Fundamentals of SCADA systems configuration, diagnosis, and support;
    • Basic programming theory and database design and structure;
    • Mechanical, electrical and control systems;
    • Advanced knowledge of computer components and peripherals, office software, and computer programs and applications including database and spreadsheet applications;
    • Familiarity with water and wastewater systems;
    • Low voltage operational and safety considerations;
    • Field instrumentation and signal processing and conditioning;
    • Mechanical, electrical, HVAC/BAS, fire/life safety systems;
  • ABILITY TO:
    • Analyze and define complex problems, evaluate alternatives, and provide solutions;
    • Communicate effectively both orally and in writing at the level appropriate for the audience;
    • Read, interpret and apply technical documentation including electrical power schematics, process and instrumentation diagrams, control schematics, communication block diagrams, project design drawings, shop drawings, vendor manuals for process control and communications systems, and other documents in performance of assigned tasks;
    • Adapt and apply new technologies;
    • Operate office equipment, including computers and supporting word processing, spreadsheet, email, and database applications;
    • Provide informal one-on-one instruction and technical assistance to end-users of varying technology skill levels;
    • Prepare clear and concise technical documentation;
    • Plan, organize, and schedule work to meet deadlines;
    • Work independently and in a team;
    • Establish and maintain effective working relationships with employees, consultants, and vendors;
  • PHYSICAL AND SENSORY REQUIREMENTS:
    • Sufficient eyesight to read fine statistical reports and standard text and data on computer terminal screens;
    • Ability to speak and hear at normal conversational levels in person and over the telephone;
    • Manual dexterity to write legibly and to use calculators, computer terminals, and other general office machines;
    • Ability to lift and carry up to approximately twenty-five (25) pounds; and to reach, bend, or crouch to use files and records;
    • Ability to walk on uneven and slippery surfaces;
    • Exposure to outdoors and high noise levels as created by large pumps;
    • Ability to travel to different sites and locations; and wear a respirator and other required personal protective equipment (PPE);
    • Climb ladders, work from heights in excess of 8 feet.
Training and Experience Guidelines

TRAINING AND EXPERIENCE GUIDELINES:
Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work (with reasonable accommodation, if needed), typically:

EDUCATION: A high school diploma or equivalent is required.

EXPERIENCE: One (1) year of recent experience performing programming, network support, or electrical/instrumentation functions.

REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:
A valid California class C driver's license must be maintained at all times.

DESIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:
Grade I Electrical/Instrumentation Technologist issued by the California Water Environment Association (CWEA)

Medical Insurance
The District currently covers up to $2,051.18 per month of the monthly premium cost of the offered medical plans and offers a choice of HMO and PPO plans.

Dental Insurance
The District provides dental insurance for employees and their dependents.

Life Insurance

Coverage is provided by the District in the amount of $50,000 plus one year's salary up to a maximum of $150,000.

Short & Long Term Disability
The District provides coverage for continuation of two-thirds base salary up to $8,239 per month for absences which qualify under the plans.

Vacation
Initially earned at 4 hours per bi-weekly pay period up to a total of 6.46 hours per pay period.

Holidays
The District observes 12 holidays per year.

Deferred Compensation Plan
Employees may elect to participate in a 401(a) and 457(b) tax deferred retirement investment plans. The District will contribute $20 per pay period, up to $40 per month, match into the 401(a) account and up to 1% of base salary match on a $1 to $1 basis into the 457(b) account.

Sick Leave
Employees earn 8 hours per month.

Vision care
The District provides vision care for employees and offers an option for dependent coverage.

Retirement
Tier I - 2% at 55 for employees defined as "Classic" members by the California Public Retirement System; 7% employee contribution.

Tier II - 2% at 62 for new members to CalPERS; Employees contribute 50% of normal cost up to an annual maximum, currently 7.00% of salary up to $155,081.
