What You Will Do

As a Science-Engineer Program Manager 2/3 (SE-PM 2/3) within the Associate Laboratory Directorate for Weapons Production (ALDWP) you will manage control accounts within the Plutonium Modernization (PuMod) program, with focus in one or more of the Pit Manufacturing Operations, Pit Operations and Maintenance, Material Recycle and Recovery, and Storage sub-programs. Your assigned scope will support the planning and management of operations critical to the Los Alamos National Laboratory plutonium pit production mission. In this program the SE-PM 2 and SE-PM 3 will serve as a Control Account Managers (CAM) responsible for managing schedules, optimizing resource allocation, and maintaining the financial oversight required to drive mission success for their assigned portfolio.

As a PuMod control account manager, you will work with internal stakeholders to help define and lead the change required to achieve reliable and efficient pit production at Los Alamos National Laboratory. In this role, the candidate will report to and support a senior program manager and program director. With the first production unit for the W87-1 recently achieving war reserve (WR) status and reliable rate production only a handful of years away, it's an exciting and important time to join the team. Science-Engineer Program Manager (SE-PM 2) ($114,700-$191,200)

Science-Engineer Program Manager (SE-PM 3) ($138,500-$233,200)

Job duties at both the SE-PM 2 and SE-PM 3 levels include those highlighted below and will be adjusted depending on the level of job assignment.
•  Providing management of scope, schedule, budget, metrics, and reporting for assigned control accounts within your portfolio that develop and mature processes and programs supporting the pit production mission at LANL.
•   Negotiating, managing, and reporting on milestones related to the assigned scope.
•   Understanding and developing risks, issues, and opportunities within your portfolio as well as those outside of your portfolio that may impact LANL's ability to achieve mission success.
•   Interfacing with and overseeing internal and external interfaces required for mission execution. The selected individuals will provide vision, strategic and tactical planning, and support the execution and reporting management of a portfolio which consists of complex, technically driven activities that require integration across multiple organizations and disciplines. The SE-PM 2/3 will apply their technical knowledge base and expertise to assist in developing execution/implementation plans that cover the programmatic work from conception to completion; directly manage the interface with program, project, and line organizations to ensure performance, monitor and track cost, schedule, and progress against milestones; develop and maintain expert-level knowledge of the relevant technical disciplines and understand and adhere to all Laboratory and regulatory guidance and governance. The selected candidate will also work closely with the PuMod risk team to effectively manage portfolio risks: identify potential portfolio risks, develop risk mitigation strategies and corrective actions, and recommend risk acceptance/avoidance for the various scopes.

Additional responsibilities will be assigned to support the overall $1b/yr. Plutonium Modernization portfolio.

Portfolio Management : Working knowledge in one or more of the technical or operational disciplines supported by the Plutonium Modernization program.

Laboratory Knowledge: Working knowledge of regulatory and Laboratory requirements related to technology maturation and transformation.

Communication: Experience in serving as the primary spokesperson to report project status and issues to Laboratory senior managers and external stakeholders.

Leadership: Ability to successfully plan, organize, lead, and monitor a wide variety of team efforts to completion.

Team Building : Ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.

Minimum Job Requirements for SE-PM 3

Program Management: Advanced knowledge of all aspects of project management work, including developing project plans, work breakdown structures, and work packages; managing scope, schedule, budget, and baselines; and documenting baseline reports and change control actions.

Portfolio Management: Advanced knowledge in one or more of the technical or operational disciplines supported by the Plutonium Modernization program.

Laboratory Knowledge : Advanced knowledge of regulatory and Laboratory requirements related to technology maturation and transformation.

Communication : Successfully demonstrated experience in serving as the primary spokesperson to report project status and issues to Laboratory senior managers and external stakeholders.

Leadership: Ability to successfully plan, organize, lead, and monitor a wide variety of team efforts to completion.

Team Building : Ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.

Desired Qualifications:

Stockpile Management: Knowledge of overall mission for NA-19 (Office of Production Modernization) based programs, and more specifically within NA-191 (Plutonium Programs) in relation to the production mission within ALDWP.

Technical Experience: Experience in one or more of the relevant technical disciplines manages within the program, to include modern manufacturing operations, engineering (materials, mechanical, systems, etc.), or related disciplines.

Earned Value Management System: Experience utilizing EVMS principles to help manage a project/program. Experience with NNSA Enhanced Management Level A or B reporting is a plus.

Education/Experience:

SE-PM 2 Education/Experience : Position requires a bachelor's degree in a science or engineering related field, from an accredited institution and 5 years related experience; or, an equivalent combination of education and technical experience directly related to the occupation. An advanced engineering or science degree with experience related to nuclear materials production and process development is highly desired.

SE-PM 3 Education/Experience: Position requires a bachelor's degree in a science or engineering related field, from an accredited institution and 8 years related experience; or, an equivalent combination of education and technical experience directly related to the occupation. An advanced engineering or science degree with experience related to nuclear materials production and process development is highly desired.

Work Environment:

Work Location : The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
