Job Description: To provide wide ranging Firm Fixed Price, Firm Fixed Price Level of Effort and Time and Materials, Pre-Award and Post-Award activities pertaining to contracts, subcontracts and purchase orders in support of company U.S. Government prime contracts, customer subcontracts, purchase orders and other Business to Business Agreements.
Duties and Responsibilities: - Performs contract and subcontract administration and management pertaining to prime Government contracts and subcontracts.
- Prepares, reviews, issues, maintains and administers company purchase orders.
- Initiates and responds to prime contract and subcontract closeout activities.
- Accesses U.S. Government databases and portals to review and download requested reports and data.
- Interacts with intercompany program and project personnel to provide prime contract and subcontract support.
- Prepares, maintains and analyzes data to identify trends.
- Prepares and reviews Non-Disclosure Agreements and Teaming Agreements.
- Inputs and updates company business information and prime contracts into U.S. Government portals/databases such as but not limited to Sam.Gov, Contractor Performance Assessment Rating System, Federal Procurement Data System, GSA Assist, GSA eBuy and GSA eLibrary.
- Possesses an in-depth and thorough knowledge of the Federal Acquisition Regulation (FAR) to include its supplements.
- Supports internal company Business Development and Proposal organizations with DoD Solicitation reviews, proposal reviews and analysis and assessment of Solicitation Proposal Instructions and Proposal Evaluation criteria.
- Reviews U.S. Government Solicitations and Contracts to fully understand and identify prime contract performance, schedule, and cost risks.
- Completes U.S. Government Solicitation Representations and Certifications.
- Interacts on a day-to-day basis with company vendors, subcontractors and customers regarding contracting and subcontracting issues and requests for information.
- Takes all necessary steps and actions to ensure company maintains contract compliance to internal policies and external Contracts, Purchase Orders, Subcontract Agreements and other miscellaneous Agreements.
- Performs additional duties as assigned.
Qualifications: - Five (5) to seven (7) years of experience working in a Contract Specialist, Contract Administrator or Contract Manager role managing U.S. Government prime contracts.
- Three (3) years of experience providing Subcontract Administration and Management services.
- Five (5) years working in a Contracting and Subcontract Administrator role.
- Bachelor's Degree in Business Administration, Accounting/Finance, Management, Purchasing, Economics, Industrial Management or Marketing.
- Industry and/or Certification such as:
- Certified Professional in Supply Management
- Certified Purchasing Professional
- Certified Supply Chain Professional
- National Contract Management Association Certification (e.g., CPCM, CFCM, CCCM or CCMA)
- S Government Certification such as:
- Certified Purchasing Professional Certification, Defense Acquisition Workforce Improvement Act (DAIWA) Certification Level I or Level II
- Federal Acquisition Certification in Contracting (FAC-C)
- Thorough understanding of Federal Acquisition Regulations (FAR) to include its Supplements with a strong understanding of FAR Part 8.4 (GSA FSS), 12, 13, 15, 16.5, 19.8 (SBA 8a Program), 36 (Construction Contracting) 37 (Service Contracting) & 52.
- Intermediate ability to write, interpret Government regulations, conduct analysis, problem solve while working autonomously.
- Possesses work experiences in a dynamic fast paced work environment supporting 3-6 subsidiaries and joint ventures preferred.
