Responsibilities Noblis ESI is seeking a Contract Specialist to work with our clients in supporting our customer in Chantilly VA. Job Responsibilities: The Contracts Specialist will provide essential acquisition and contracting support to the National Reconnaissance Office (NRO), ensuring compliance with federal regulations while facilitating efficient procurement of goods and services critical to NRO's mission. The specialist will be responsible for contract development, administration, negotiation, and oversight throughout the acquisition lifecycle. Develop and manage contracts for NRO programs, ensuring compliance with the Federal Acquisition Regulations (FAR), the NRO Acquisition Manual (NAM), and other agency-specific policies. Prepare and review procurement documentation, including Requests for Proposal (RFPs), Statements of Work (SOWs), and Justifications & Approvals (J&As). Attend PMRs/BMRs and provide analysis of progress. Conduct market research and cost analysis to support acquisition strategy decisions. Negotiate contract terms, pricing, and performance benchmarks with vendors and contractors. Monitor contractor performance, resolve issues, and ensure timely execution of contract deliverables. Assist in the development and execution of acquisition strategies to optimize mission success and fiscal responsibility. Provide guidance to program managers on contract management best practices and compliance requirements. Participate in audits and assessments, responding to inquiries from internal and external oversight entities. Maintain records and documentation for contract files, ensuring adherence to reporting and record-keeping standards. Required Qualifications Bachelor's degree in Business Administration, Finance, Procurement, or a related field. Alternatively, demonstrate an additional 5 years of related experience per level if no bachelor's degree is held. Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph US citizenship is required. Experience in government contracting, acquisition management, or procurement processes. Knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). Strong negotiation, analytical, and problem-solving skills. Ability to work collaboratively with program stakeholders and contracting officers. Ability to travel - 10% Mid-Level Bachelor's degree 6 - 8 years of experience Compensation: $97,400 - $152,225 Senior-Level Bachelor's degree 12 years of experience Compensation: $142,600 - $222,850 Desired Qualifications Master's degree or certifications such as Certified Federal Contracts Manager (CFCM) or Defense Acquisition Workforce Improvement Act (DAWIA) Level I or II. Experience supporting intelligence or defense agencies, including NRO, DoD, or other IC organizations. Familiarity with classified contract management and security requirements. Strong written and oral communication skills for presenting acquisition strategies and contract decisions. Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package. Posted Salary Range USD $97,400.00 - USD $222,850.00 /Yr.
