The Washington State Ferry (WSF) system is a crucial part of Washington's transportation network, connecting communities across Puget Sound and the San Juan Islands. With over 400 daily sailings on 10 routes, it serves nearly 17 million passengers annually. WSF employs more than 1,800 people who work on vessels, at terminals, in maintenance, and at its Seattle headquarters.
The Opportunity WSDOT is currently seeking a Contracts Coordinator 2, to perform professional level contracts administration work for the Washington State Ferries (WSF) Contracts & Legal Services department. This position has responsibility for the development, award, administration and termination of WSF contracts such as vessel Public Works Contracts, Concession Contracts, Inter-agency Agreements, Property Leases, Terminal Agent Contracts, Security Agreements, and other types of contracts. This position coordinates all phases of contract administration with an emphasis on pre-contract phases, working in conjunction with department management and internal WSF departments to prepare bid documentation, conduct bid openings and respond to questions, award bids, and draft contract terms and agreements.
Additionally, this position plays an essential role in advancing WSF's core values - Serve, Grow, Trust Respect, and navigate - through active leadership and innovative public engagement strategies.
What to Expect Among the varied range of responsibilities held within this role, you/the Contracts Coordinator 2 will:
- Coordinate the pre-contract phase of development of public works, vessel maintenance preservation, construction, and terminal project contracts.
- Receive and review project packages.
- Ensure compliance with WSDOT, Federal Highway Administration (FHWA), Federal Emergency Management Agency (FEMA), Office of Equity and Civil Rights (OECR), and other laws, regulations, and project specifications.
- Create project notifications, distribute bid forms to plan holders, and update plan holder lists.
- Coordinate the award, administration and termination of public works, vessel maintenance preservation, construction, and terminal project contracts.
- Assist management in developing and drafting contract initiation and close-out documentation.
- Facilitate contract execution by coordinating with contractors and organizing contract approvals.
- Receive and review internal needs for concessions contracts; develop contract schedules and timelines.
- Coordinate with contractors and shipyards, providing work order numbers and collecting required documents.
Qualifications To be considered for this opportunity, the following are required:
- Bachelor's degree with major study in business administration, public administration, business law, or closely allied field
- One (1) year of experience coordinating and administering contracts, or performing contract compliance administration, additional qualifying experience may be substituted, year for year, for education requirements.
OR - A combination of experience and education attesting to the knowledge, skills and abilities required to perform the essential functions.
AND - Knowledge of contract principles, applications, and terminology.
- Experience interpreting contract and agreement terms, requirements, and conditions.
- Ability to communicate professionally both verbally and in writing.
- Ability to develop and understand status reports related to contracts and agreements.
- Ability to coordinate effectively with internal contract parties and external contractors and consultant representatives.
- Proficiency with Microsoft Office suite, including MS Work, Excel, etc.
It is preferred that qualified candidates also have:
- Experience performing the coordination, development, administration and termination of contracts.
- Knowledge of state government contract terminology, practices, and procedures, and/or knowledge of WSF policies and procedures related to the administration of contracts and agreements.
