Duties Incumbent typical work assignments may include the following: Pre-award functions for procurements involving complex contracts of highly specialized, extensive new or innovative equipment systems, construction projects and services of significant importance to AD. Administers long-term, complex contracts for procurements of extensive, highly specialized or innovative equipment systems, construction projects, and building and professional services affecting major agency programs and having significant impact on contractors' operation and local geographic areas. Terminates highly specialized and/or long-term complex contracts that affect a wide range of procurement activities or contractors' operations or have a significant impact on local geographic areas and additional duties as defined. In accordance with the Defense Acquisition Workforce Improvement Act this position requires a Contracting Professional Certification. The incumbent has 36 months to achieve this certification per DoDI 5000.66. Qualifications COVID-19 Vaccination: To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Exemption: You are exempt from the education requirements above if you are a current DoD employee who occupied a GS-1102 position or contracting officer position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30th, 2000; OR, you are a current military service member and occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000. In addition to meeting the above basic requirement, to qualify for this position you must also meet the qualification requirements listed below: You may qualify at the NH-3 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level/NH-2 pay band in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: (1) Performing all pre-award/post award functions, using a number of contracting methods to procure supplies and services; (2) Demonstrated knowledge and experience in soliciting and awarding contracts for commercial items; mastery of FAR Part 8 and 12, drafting and issuing request for quotes, evaluating quotes, conducting negotiations and issuing the award; and (3) Effectively and efficiently managing/processing an average workload of 4 to 6 procurements to varying deadlines. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
