Duties: Reviews contract documents for accuracy, completeness and compliance with appropriate laws, rules and regulations. Reviews Requests for Responses for compliance with established criteria and compliance with appropriate laws, rules, and regulations. Participate in the development of bid specifications and vendor requirements for services and commodities. Ensure that Requests for Responses are evaluated and awarded in compliance with 801 CMR 21.00and other relevant procurement general laws and departmental policies. Provides technical assistance and advice to Department staff and vendors in the development and execution of contracts. Prepare, review, and process contract related documents. Prepare, review, and process payment documents in MMARS. Monitor contract and payment processing activity to ensure problems are identified in a timely manner. Monitor contracts for contract provisions and budgetary requirements. Conduct contract audits for fiscal, legal, and administrative compliance as necessary. Liaison with Operational Services Division and Office of the Comptroller for service and commodities contracts and contract execution. Coordinate and participate as a team member for bid specifications and vendor qualifications for services and commodities in adherence to 801 CMR 21.00and other relevant procurement general laws and departmental policies. Keeps current on MMARS, COMMBUYS and RFR policies and procedures. Other duties as required. Preferred Qualifications: Knowledge of the laws rules, regulations, policies, procedures, specifications, standards, and guidelines governing contracts under 801 CMR 21:00and other relevant procurement general laws and departmental policies. Knowledge of the types and agency forms; Ability to read and interpret documents such as contracts etc.; Ability to analyze and determine the applicability of contract data conclusions and make appropriate recommendations. Comments: This is a Civil Service position. Please note that salaries for union positions are determined according to the provisions of the respective collective bargaining agreement. Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional or technical experience in business administration, management or public administration, the major duties of which included contract management or contract administration and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, management, public administration or law may be substituted for a maximum of one year of the required (A) experience. II. A Graduate degree with a major in business administration, management, public administration or law may be substituted for a maximum of two years of the required (A) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: No substitutions will be permitted for the required (B) experience.
