Position Title: Contract & Program Analyst

Position Overview:
The Contract & Program Analyst is responsible for overseeing all aspects of contract administration, including compliance, financial tracking, and proposal support. This position requires expertise in government contracting, Unanet, financial reporting, procurement tracking, and vendor invoice management. The ideal candidate will possess strong analytical and organizational skills to support contract negotiations, performance tracking, and risk mitigation.

Key Responsibilities:

Contract Administration & Compliance:
  • Manage full contract administration lifecycle, ensuring compliance with terms and conditions.
  • Perform and monitor all aspects of assigned contracts, including order entry data, contract funding, amendments, invoicing, delivery schedules, and legal matters.
  • Maintain a working understanding of the U.S. Government (USG) acquisition and procurement environment, adherence to company policies, FAR/DFAR regulations, and commercial contracting methods.
  • Serve as the primary point of contact between the company and customers for contractual matters, including drafting, preparing, and executing correspondence.
  • Compile and maintain all required contractual records and act as the official repository for all contractual documents.
Financial & Proposal Support:
  • Support cost volume preparation during proposal processing and analyze solicitations for financial and business risk.
  • Conduct labor category analysis to compare proposed costs against actual expenditures.
  • Generate and analyze financial reports regarding project health and contract status.
  • Maintain a general understanding of pricing environments in government contracting, including proposal reviews for accuracy and consistency.
  • Research and recommend contract language updates based on risk analysis.
Unanet Management & Reporting:
  • Manage Unanet skills tracking and financial data for contract health analysis.
  • Track and monitor labor costs, ensuring compliance with contract budgets.
  • Implement Unanet notifications for funding periods, employee usage, and expenditures exceeding 75%.
  • Ensure accurate entry and tracking of purchase orders within Unanet.
Procurement & Vendor Management:
  • Create and track purchase orders, ensuring proper processing and reconciliation.
  • Oversee vendor invoice processing from receipt through verification and entry into the accounting system.
  • Coordinate with vendors and internal teams to resolve discrepancies in invoices and contracts.
Project & Program Support:
  • Develop kickoff PowerPoint presentations for new programs.
  • Create and update new employee orientation PowerPoint presentations for specific projects.
  • Ensure contract deliverables are met by tracking and validating task progress.
  • Maintain contract data and collect reports for management oversight.
  • Assist in acquisition management, including market research and procurement planning.
Leadership Support & Communication:
  • Prepare and present briefings to leadership on contract status, financial health, and risk mitigation.
  • Assist in the development and review of Memorandums of Understanding (MOUs), Memorandums of Agreement (MOAs), and Interconnection Security Agreements (ISAs).
  • Work with program managers to ensure contract documents are accurate and comprehensive.
  • Provide guidance on contract negotiation strategies and compliance with best practices.
Required Qualifications:
  • Bachelor's degree in business administration, finance, contracts management, or a related field (preferred).
  • 5+ years of relevant experience in contract review, legal assistance, accounting, insurance, or administration.
  • Extensive experience in contract management within manufacturing, EPC-type contracting, construction, or capital equipment industries.
  • Strong knowledge of T&M, FFP, and other government contract types.
  • Experience with Unanet for financial tracking and labor cost analysis.
  • Strong proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
  • Ability to work in a fast-paced environment, manage multiple priorities, and meet deadlines.
  • Excellent communication skills, both written and verbal.
  • Analytical mindset with a focus on continuous improvement and problem-solving.
  • Ability to maintain confidentiality and handle sensitive information.
Preferred Qualifications:
  • Prior finance and budgetary experience with government agencies.
  • Experience with Department of Defense acquisition systems and requirements.
  • Knowledge of DAR, and DFAR regulations.
  • Advanced negotiation skills for complex contract terms and conditions.
  • Experience in preparing and delivering formal presentations to leadership.

Work Environment:
This is a remote position that requires active collaboration with team members via Microsoft Teams, as well as the ability to work independently during standard business hours, aligned with Eastern Standard Time.

The employee is expected to take ownership of their responsibilities, demonstrating initiative and accountability in completing tasks without requiring frequent reminders after the initial acclimation period.

Relialbe internet access is required for this role. Employees whose primary internet provider is prone to outages must have a backup WiFi solution to ensure uninterrupted workflow.

Key responsibilities include reviewing documents, contracts, purchase orders, and proposals while ensuring compliance with commercial/government terms and conditions. Success in this role requires strong organizational skills, attention to detail, and the ability to effectively engage with internal and external stakeholders.
