Brief Job Description:

Performs contract administration work involving the oversight, execution, and administration of large-scope or high-dollar contracts by defining requirements and negotiating, awarding, developing, and monitoring contracts.

Essential Job Functions (EJFs):

Establishes the goals, objectives, policies and procedures for effective and efficient administration of contracts for service delivery. Plans and coordinates administrative, technical and procedural activities including developing and implementing unit guidelines, procedures, schedules, priorities, and standards to accomplish goals, objectives and tasks for management of contracts. Ensures accurate and effective statement of work development, contract execution, risk assessment, processing of amendments to include renewals and contract terminations and close out of client services and administrative services contracts.

Project manages the development of contract documents and other relevant tasks necessary for the procurement of services and goods. Collaborates with HHSC Purchasing and Contracting Services during the procurement phase.

Directs and assesses the evaluation of contracted services and implements recommended improvements. Establishes priorities, standards and processes for evaluating contractor progress in meeting state and federal standards, rules, laws and guidelines and implements procedures for improving contractor performance. Oversees monitoring, management reviews, quality control reviewing, contract monitoring, and project implementation and monitoring.

Communicates verbally and in writing, in an effective manner. Represents the division by providing information, making presentations, and collaborating with internal and external customers. Responds to inquiries on funding processes, procedures, and outcomes. Will respond to legislative inquiries during the session.

Utilizes change management strategies to implement new processes and organizational improvements in response to evolving needs.

Coordinates effectively with the divisional directors, program, legal, budget, Contract Oversight and Support and the division's contract staff.

Manages contract management resources, including providing input on budget development, staff allocations, and efficient/effective use of resources.

Develops and facilitates data analysis and reporting to analyze trends and prepare reports for management direction. Works collaboratively to provide clarification for contractors and identifies the need for improved contractor performance. Ensure follow up in evaluating contractor performance and establishing corrective action plans that result in compliance with contractual obligations.

Coordinates work with staff throughout the agency on projects that cross divisional lines and communicates implications effectively to regional contracts leadership and staff.

Ensures proper planning, assignment, and supervision of staff assignments and work schedules. May manage and develop contract unit staff through review of performance data, consultation, training and performance appraisal. Responsible for hiring and selection, assigning / approving work assignments and quality assurance, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave.

Knowledge, Skills and Abilities (KSAs):

Knowledge of local, state, and federal laws and regulations relevant to program areas and of the principles and practices of public administration and management.

Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems and in operating computers and applicable computer software.

Ability to manage business functions, division, or department activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; to plan, assign, and supervise the work of others; and to work effectively and collaboratively as a member of a team.

Registrations, Licensure Requirements or Certifications:

Must earn Certified Texas Contract Management (CTCM) and Certified Texas Contract Developer (CTCD) certifications within 18 months of hire.

Initial Screening Criteria:

Experience in contract administration and in the management, evaluation, or monitoring of contract providers. Graduation from an accredited four-year college or university with major coursework in business, public administration, law, or a related field is generally preferred. Experience and education may be substituted for one another.

Additional Information:

Preference given to those with CTCM and/or CTCD.

Preference given to individuals residing in the Austin area.
