Duties Serve as Construction Control Representative with project lead and Contracting Officer Representative responsibilities for job site construction control of contract work. Monitor field engineering projects, construction inspection and/or construction management duties involving the erection of a new structure, the installation of equipment and systems. Manage the alteration or major repair of an existing structure and other contract types to include supplies and services. Projects are characterized by very novel and highly complex features that may be subject to conflicts and controversy, e.g., testing facilities, chemical labs, environmental mitigation, hazardous material/waste removal or similar projects. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. The employee must obtain and maintain a secret security clearance for the duration of employment. The employee must file the required financial disclosure statement(s), OGE-450, upon entering the position and annually. The employee may be required to work overtime on an emergency basis. This position requires the employee to obtain and maintain a valid driver's license. The employee must possess or have the ability to possess certification as Contracting Officer Representative (COR). This position may require the use of protective clothing or equipment. This position may require Temporary Duty (TDY) up to 5% of the time. Specialized Experience: One year of specialized experience which includes 1) Reviewing plans and specifications during planning and design stages; 2) Experience in identifying changes such as; delays, field condition weather conditions which may require a contract modification AND 3) Exercise surveillance over contract construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
