General Purpose: Responsible for implementation of BHFCU's regulatory, legal, and policy compliance, and monitoring all changes and amendments to laws and regulations that affect BHFCU's operation.
Essential Duties/Responsibilities: - Continue to enhance BHFCU's comprehensivecompliance program; develop and enhance the same as necessary on a continuing basis to ensure compliance with all laws and regulations affecting BHFCU. Establish the compliance function and direct the activities and administrative responsibilities of the function.
- Communicate and make recommendations to affected management staff any appropriate actions necessary to maintain compliance and ensure that corrective action is taken for identified compliance issues.
- Analyze the impact of new laws and regulations or amendments to existing regulations. Inform the Executive Leadership and EPMO Teams of proposed laws and regulations that may affect BHFCU's operations. Report all regulatory issues or concerns to the appropriate department Chief Officer, Vice President and/or the Chief Risk Officer, as appropriate.
- Provide technical guidance to staff on compliance issues and act as a resource to BHFCU personnel for questions regarding regulatory issues.
- Review BHFCU forms, disclosures, member publications, advertisements, etc. to ensure compliance with regulations. Assist in the development of new products and services by providing input regarding compliance concerns relevant to proposed and current products and services offered by BHFCU.
- Review system programming/software changes/new ideas, as requested, and provide input as to the effect the change has on compliance.
- Assist external compliance examiners with their examinations, making available the information necessary to complete the examinations. Monitor corrective action of any compliance deficiencies identified in regulatory reports of examination.
- Perform/coordinate occasional compliance audits to ensure that procedures are being correctly followed and that forms are being used properly.
- Perform the administrative functions of BSA/AML/CFT software including, but not limited to, evaluation/ implementation of proposed enhancements, quality control reviews, maintenance of governance documents and user maintenance.
- Ongoing development of the Cannabis Banking Program to include providing guidance, conducting compliance reviews, updating and ensuring compliance with the Program parameters, identify emerging risks/update risk assessments and act as a resource for staff on matters related to the Program.
- Lead the Compliance Team, providing guidance, developing procedures/processes and providing administrative support.
- Act as point of contact between various legal authorities and BHFCU.
Other Duties/Responsibilities: - Establish and maintain effective working relationships with coworkers and management.
- Keep abreast of financial trends relating to compliance by reading pertinent materials. Survey other financial institutions' methods and programs. Continually upgrade compliance resources and techniques.
- Coordinate training to staff on compliance regulations and laws when necessary.
- Perform other duties as may be assigned by the Chief Risk Officer.
Job Knowledge: - Working knowledge of laws and regulations affecting Credit Union operations as well as Credit Union compliance procedures.
- Proficient in applying internal compliance standards, procedures, and techniques as well as credit union compliance procedures.
- Working knowledge of Credit Union policies/procedures and service philosophy.
- Working knowledge of the Credit Union's in-house computer system.
- Must be able to read and interpret laws and regulations received from various sources.
- Working knowledge of the Internet and personal computers and related software equipment.

Job Qualifications (Education/Experience): Education: Job requires a four-year college level of language, math and reasoning skills in the area of accounting, finance, regulatory law, money and banking.
Experience: Minimum of eight years' experience in legal/regulatory compliance, financial institution compliance, or risk management with emphasis in compliance. A professional designation such as CCO or equivalent is required. Formal training should be supplemented with continuing education.

Work Environment/Physical Activities Occasional travel to BHFCU's branch locations or attendance at community events may be required.
Physical Requirements Perform primarily sedentary work with limited physical exertion and occasional lifting of up to 5 lbs. Must be capable of climbing/descending stairs in emergency situations. Must be able to operate routine office equipment including telephone, copier, facsimile, and calculator. Must be able to routinely perform work on computer for an average of 6-8 hours per day. Must be able to work extended hours whenever required or requested by management. Must be capable of regular, reliable and timely attendance.
Working Conditions Must be able to routinely perform work indoors in climate-controlled shared work area with moderate noise.
Mental and/or Emotional Requirements Must be able to perform job functions with supervision and work effectively either on own or as part of a team. Must be able to read and carry out various instructions and follow oral instructions. Must be able to speak clearly and deliver information in a logical and understandable sequence. Must be able to perform basic mathematical calculations with extreme accuracy.
