Description

Community Services Specialist I - $60,807.99 - $77,839.32
Community Services Specialist II - $68,658.19 - $87,888.13

To plan, coordinate and supervise a specialized community services program, community events and special projects within the City; supervise the operation and maintenance of City owned program facility(ies); provide technical staff assistance as required; and perform related duties, as assigned.

DISTINGUISHING CHARACTERISTICS

Community Services Specialist I

This is the journey level classification in the Community Services Specialist series. Incumbents in this classification are expected to perform varied technical assignments in a specialized field of assignment without detailed instruction or guidance.

Community Services Specialist II

This is the advanced journey level classification in the Community Services Specialist series. Positions in this classification are flexibly staffed and are normally filled by advancement from the lower classification of Community Services Specialist I or, when filled from the outside, require prior specialized program experience. Appointment to a higher classification requires that the employee perform the full range of technical and administrative duties and meet or exceed the qualification standards for the classification. Work in this classification is distinguished from that of Community Services Specialist I by the greater complexity of the assignments received, by the greater independence with which an employee is expected to operate, and by the employee's comprehensive supervision and management of the assigned program.

SUPERVISION RECEIVED AND EXERCISED

Community Services Specialist I

Immediate supervision is provided by higher level Community Services personnel.

Exercises direct supervision over subordinate Community Services staff and volunteers.

Community Services Specialist II

General supervision is provided by higher level Community Services personnel.

Exercises direct supervision over subordinate Community Services staff and volunteers, including Community Services Specialist I.
Examples of Duties
Essential job functions include, but are not limited to, the following: (These functions may not be present in all positions in this classification. Plan, coordinate, promote, implement, maintain, and supervise specialized community services programs, services and special events.

Select, supervise, train and evaluate subordinate staff and volunteers.

Supervise, coordinate, monitor, secure and direct the proper and safe use of program facilities by staff and the general public.

Evaluate program delivery and needs, and make recommendations, as appropriate.

When assigned to the Nutrition Program

Maintain food preparation regulations and safety standards.

Creates and prepares innovative and nutritious menus for patrons with special dietary needs. Inspect food preparation and storage areas. Ensures food storage, handling, and preparation comply with applicable health and safety standards. Monitors food temperatures for congregate and home-delivered meals.

Utilizes and monitors the use of commercial kitchen equipment. Develops effective and safe procedures for equipment use.

Inventories, supplies, and food. Prepare shopping lists and purchase supplies as needed weekly. Cleans kitchen, equipment, and food preparation areas.

Directs daily food preparation operations, including meal preparation for special events and State or Federal programs. Determine adequate food quantities in response to customer needs. Plating food, cooking and prepare some meals.

Prepares for and provides annual permit applications, site inspections, registrations, reports or any other administrative functions to local, State and Federal agencies ensuring compliance with requirements and regulations.

Typical Qualifications
Experience and Certificates :

To qualify for this assignment, an individual must possess any combination of experience and certificates that would likely produce the required knowledge and abilities, and enable the individual to perform the essential functions of the position successfully.

Experience:

One to two years of broad and responsible experience in food preparation and cooking complete meals in an institutional, commercial, military, or similar establishment.

Vocational technical training in restaurant management or related fields, as well as food preparation experience is highly desirable

Licenses and Certificates :

Must complete and maintain a Food Manager's certification during first six months.

THE SELECTION PROCESS

Phase One - Application Review: The first phase of the selection process shall be a detailed review and appraisal of each candidate's application. Those candidates determined to be most qualified on the basis of education and experience, as submitted, may be invited to participate in the next phase of the selection process. No weight shall be assigned to this phase of the selection process.
Phase Two - Oral Appraisal Interview: Candidates who receive a minimum score of 70% on this phase shall have their name placed on the Eligibility List for Community Services Specialist I/II. Eligibility Lists are generally valid for one year. Once the list is established, the Community Services Department may conduct follow-up assessments.

The City of Brea offers a comprehensive benefit package for eligible employees and their dependents for Administrative and Professional Employees' Association (APEA) members, including:

SALARY RANGE: Composed of eleven (11) steps. Merit step increases are based on satisfactory performance.

RETIREMENT: Membership in CalPERS. Classic CalPERS members will be enrolled in the 2% 55 retirement formula and pay the employee's 7% share. New CalPERS members, or returning CalPERS members with a break in service greater than six months, will be enrolled in the 2% 62 retirement formula and will be required to pay 50% of the normal CalPERS cost (currently 6.25%). The City does not participate in Social Security; however, employees pay the cost to participate in Medicare.

HEALTH INSURANCE: The City provides up to $1,550 per month towards health insurance for employee and dependents through the CalPERS Health Benefit program. Alternatively, there is a $325 medical opt out payment for employees who are insured outside the City's insurance coverage.

GROUP INSURANCE PROGRAMS : Available to eligible City employees and qualified dependents. These programs include dental, vision, supplemental life and accidental death and dismemberment insurances.

FLEXIBLE SPENDING ACCOUNTS: Available where employees use pre-tax salary to pay for regular child care, adult dependent care and/or medical expenses.

RETIRMENT SAVINGS ACCOUNT: The City offers a voluntary 457 (b) Deferred Compensation Plan for an additional tax-deferred savings option.
