SUMMARY
The purpose of this classification is to perform professional, technical and administrative functions assisting in the research development and implementation of Community Redevelopment Agency (CRA) plans, programs and projects. Employees in this classification work in direct support of the Community Development Director and other supervisory staff.

In the event of a natural or man-made disaster that may threaten the area, the employee may be required to perform emergency duties as directed.

This position requires public interaction or regular appearances before the Board of County Commissioners and therefore does not permit a claim for protection of your place of work if you will be claiming an exemption from Public Records under Chapter 119, Florida Statutes.
ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AND ABILITIES

Assists the Community Development Director and staff; acts as a liaison between supervisors, employees, other departments, residents and outside agencies, obtaining and relaying information.

Authors, tracks and manages all purchase orders, ARRs, invoices, etc., including vendor contracts.
Performs basic financial analyses, including preparing and maintaining budgets for projects, grants and other tracking/spreadsheet functions.
Responsible for the working of the Office, i.e., ordering supplies, filing, computer equipment, etc.
Responsible for assisting in the generation, production and distribution of the agendas of all Neighborhood Advisory Committee meetings, and Community Redevelopment Agency meetings, including scheduling and attending all meetings, arranging for venues, and taking the minutes of each.
Prepares materials for all public and community meetings.
Reviews and remains current on federal and state mandates, makes recommendations to director to ensure compliance, and manages this information on the website, keeping it current at all times.
Responds to all telephone inquiries and complaints, ascertaining the nature of the call, and resolving personally or directing to the appropriate staff member, entity or department, and follows-up to ensure that issue has been resolved, keeping division director apprised
Collaborates with others in the development and implementation of redevelopment plans, programs, policies, procedures, and standards.
Prepares comprehensive reports, applications, inventories, presentations, proposals, collateral materials, surveys and other forms of technical writing related to the CRA and the other programs in the Office of Community Development. This includes custom research, data gathering, creation of charts, graphs, maps and other deliverables.
Serves as liaison between the CRA and other County department staff, federal, state, and local agencies, and other third parties on assigned projects.
Assists in dissemination of educational and promotional materials pertaining to economic development, including marketing, website and tourism related functions.
Works a varied schedule including evenings, weekends and holidays, as required.
May oversee special projects that include conducting research related to elements of the project, preparing analyses, and coordinating with artists, overseeing art repair/refurbish projects and contacting vendors.
Assists in other related fields of redevelopment as directed.
Plans, coordinates and participates in various County functions and events, including seminars and meetings.
Assist in the development of community participation and interest in redevelopment activities through active public relations and marketing programs.
Composes and generates correspondence, memos, agendas, minutes, permits, orders, requisitions, ordinances, reports, forms, manuals, news releases, and/or other written materials appropriate to assigned department.
Performs work related to this job description, as required.

Knowledge of basic economic development principles and practices, and budgets.
Ability to conduct studies, and to compile, analyze, and interpret facts and data.
Ability to resolve problems and find answers through research, as well as the knowledge of methods and sources necessary to accomplish the task.
Ability to develop marketing and promotional materials for Division, programs and projects and work with communication team to market community redevelopment projects.
Ability to maintain records and prepare reports.
Ability to work independently, plan, organize, and execute assignments with minimal supervision.
Must be skilled at time and task management - especially attentive to detail and deadlines.
Skilled and proficient in Microsoft Office and Outlook, with desktop publishing a plus.
Ability to communicate clearly and concisely, both verbally and in writing.
Ability to establish and maintain effective working relationships with County employees and officials, representatives of other governmental organizations and outside agency personnel, community and neighborhood groups, special interest groups, and the general public.
Ability to exercise good judgment in interpreting and enforcing policies and procedures, as required.
EDUCATION AND EXPERIENCE
Must possess an Associate's degree in Business Administration, Public Administration, Urban Planning or closely related field and three (3) years progressively responsible experience working with redevelopment projects.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

Must possess a valid Florida Driver's License
