About our opportunity:
The City of Asheville is seeking qualified applicants for the position of Community Development Analyst II in the Community and Economic Development Department . The Community Development Division administers federal funds from the U.S. Department of Housing and Urban Development (HUD) to support affordable housing and services for low- to moderate-income individuals. This position supports the implementation of the City's HUD-funded Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs.
What you'll be doing:
- Manage, monitor, and evaluate federally funded projects to ensure compliance with HUD regulations and City policies.
- Provide technical assistance and training to community partners, subrecipients, and City staff.
- Conduct independent research and analysis to support community development policy and program decisions.
- Assess proposed projects for feasibility, capacity, compliance, and alignment with program goals.
- Maintain detailed records and prepare complex internal and external reports and presentations.
- Monitor program performance and provide recommendations for funding allocations and contract terms.
- Prepare and present funding and policy recommendations to City Council and its committees.
- Collaborate with stakeholders and partner organizations to achieve timely project delivery and compliance.
- Evaluate risk and determine when technical assistance or corrective action is needed.
- Support contract negotiation, scope development, and implementation of community development initiatives.

About you:
We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered:
- Nine years of experience in community development, housing policy, public administration, or a related field plus a High School Diploma/GED, OR
- Seven years of experience in community development, housing policy, public administration, or a related field plus an Associate's Degree in Public Administration, Urban Planning, or a related field, OR
- Five years of experience in community development, housing policy, public administration, or a related field plus a Bachelor's Degree in Public Administration, Urban Planning, or a related field.
Performance aptitudes:
- Strong analytical and problem-solving skills, especially in evaluating projects and compliance.
- Excellent written and verbal communication skills, including experience preparing technical reports.
- Ability to work independently, manage multiple tasks, and meet deadlines in a dynamic environment.
- Skilled in building partnerships with stakeholders and maintaining effective working relationships.
- Knowledge of federal housing and community development policies, especially CDBG and HOME regulations.
Physical requirements:
- Work involves sedentary to light physical activity.
- May occasionally require lifting, carrying, and moving items up to 20 pounds.
- Requires the ability to travel locally to partner sites and attend meetings in various locations.
