I. Purpose of Job

Under limited supervision, provides technical support for the City's WI-FI network, 700/800 MHz radio system, fiber optic network and card access security system.

II. Essential Job Duties

  1. Provides Technical Support for City's Fiber Optic Network
  • Manages installation of City fiber.
  • Acquires necessary permits, easements and permissions for fiber placement.
  • Responds to user reported problems; performs routine maintenance or repair of fiber.
  • Monitors contracted installation and repair of fiber.
  • Updates fiber locations in the GIS Software for fiber map accuracy.
  • Coordinate fiber connections with Williamson County and City of Brentwood regarding their attachment and use of our fiber network.
  • Orders fiber and fiber related equipment.
  • Works directly with the City Network group for fiber activation to our City network.
  • Provides location markers for our fiber cable.
B. Provides Technical Support for 700/800 MHz Motorola Radio System
  • Programs new radios following device instructions and user department selected preferences and options as approved by the Communication Infrastructure Manager.
  • Responds to user reported problems; performs routine maintenance or repair of radios; reprograms radios as needed or per system updates.
  • Monitors contracted installation and repair of radios.
  • Serves as liaison with other agencies to develop working relationships to support interoperability.
  • Works with Williamson County Dispatch regarding radio communications for Police and Fire Departments.
  • Member of WJCJNA Technical Committee to represent City of Franklin.
C. Provides IT User Support.
  • Fields help desk tickets from end users regarding card access, Wi-Fi, fiber and City radio requests.
  • Assist other IT areas if necessary.
D. Provides Wi-Fi Network Support
  • Plans, designs, and implements wireless networks; monitors WI-FI access and assigns access privileges.
  • Installs, configures, maintains, and troubleshoots Wi-Fi routers, controllers, switches, firewalls, and wireless access points.
  • Monitors and compiles data on network performance; conducts site surveys.
  • Acquires necessary permits, easements and permissions for Wi-Fi installation.
E. Assist Network and Data Center Group
  • Installs communications, mapping, and other software; sets up interconnectivity with phones and dispatch.
  • Performs routine maintenance on MDTs.
  • Trains users in basic operation of MDTs.
  • Coordinates troubleshooting with vendors if needed.
  • Supports network and data center area functions and projects as needed to accomplish team goals.
F. Provides Technical Support for Special Events.
  • Provides ideas for use of technology to improve flow of events.
  • Provides documentation of radio channel layouts and communications workflow during events.
  • Coordinates with Police and Dispatch personnel in set up, deployment, and staffing of Incident Command Vehicle during events.
  • Trains event staff in use of technology as needed.
G. Supports coordination of Communications Division projects
  • Coordinates updates for City radio system.
  • Works with department leadership to evaluate and apply physical access.
  • Supports project management in absence of Communication Infrastructure Manager.
H. Design and Support of Access Control System
  • Design and access control systems and hardware
  • Coordinate installation of door and gate controllers
  • Maintain door and gates access based on department requirements
  • Provide reports as need to departments for any access control events.
III. Other Job Duties

Performs other job duties as assigned, including:
  • Provides technical support for CISCO in-car video surveillance for Police Department vehicles.
  • Assists in training and operation of stored data on City servers.
  • Supports Network Infrastructure and Data Center functions and projects as needed to accomplish team goals.
IV. Primary Job Challenges

Primary challenges of this position include:
  • Prioritizing requests from multiple departments for technical assistance.
V. Equipment Operated

Computer hardware, telephone, 700/800 MHz radio, electronic diagnostic, fiber splicer and hand tools.

VI. Key Competencies Required
  • Job Content Knowledge: Has extensive knowledge of Motorola Radio Programming, CISCO hardware and software, Microsoft Analysis Tools, Microsoft Office Suite, Wi-Fi hardware and software, LINUX, UNIX, Microsoft Window's operating systems; SQL; WAN Technology, Fiber Certification. Familiar with the policies, procedures, and activities of the City and communications practices as they pertain to the performance of assigned duties. Must have extensive knowledge of diagnostic materials for testing equipment. Knows how to keep abreast of any changes in policy, methods, computer operations, equipment needs and policies, etc. as they pertain to departmental operations and activities. Effectively communicate and interact with supervisors and members of the general public and all other groups involved in the activities of the department. Has good organizational, management, human relations, and technical skills. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department.
  • Teamwork: Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. VII. Physical Demands and Work Environment

Physical Demands: Performance of the essential duties of this job requires the incumbent to:
  • Remain in a stationary position 50% of the time.
  • Occasionally move about inside the office/building to access file cabinets, office machinery, the public, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, computer, printer, and telephone.
  • Regularly positions self to maintain office area and items needed to complete daily tasks.
  • Occasionally ascends/descends a ladder to repair or install equipment.
  • Regularly communicates information and ideas so others will understand. Exchange accurate information in these situations.
  • Occasionally moves/transports up to 25 pounds.
Work Environment: Performance of the essential duties of this job requires:
  • Occasional work near moving mechanical parts
  • Occasional exposure to fumes or airborne particles
  • Frequent exposure to outdoor weather conditions
  • Frequent exposure to risk of electrical shock

The work environment is quiet (examples: library, private office).

Minimum Requirements

VIII. Qualifications

Education and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a bachelor's degree in computer science and five to seven years of IT operations and administration experience, or an equivalent combination of education and experience.

Required Certifications/Licenses:

A+, N+, COML, APCO Radio Technician, and fiber optic certification required
