COMMSTRAT Assessment Analyst Macdill Air Force Base, Tampa, FL
The COMMSTRAT Assessment Analyst assists the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands by serving within the command element task area. The position's primary mission involves assisting in directing executive level management and the required command and control actions for command-wide mission execution. The COMMSTRAT Assessment Analyst directly supports services for MARCENT's Executive Office, Command Security Management Office, and Executive Office Analysis, including providing open-source information analysis services regarding the CENTCOM AOR and selected border countries to ensure the efficient execution of MARCENT OAMS tasks both within the continental United States (CONUS) and outside the continental United States (OCONUS). The COMMSTRAT Assessment Analyst will perform the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES - Provide open-source information analysis services. The services provided shall include social and traditional media analysis and communication effects assessment. The provided services shall include providing situational awareness and event reporting. Analysis services provided shall include the CENTCOM AOR and selected border countries. The analysis services shall focus on MARCENT's Theater Security Cooperation (TSC) engagement countries, Marine Expeditionary Units (MEUs) and other MARCENT subordinate commands.
- Provide tailored analytical products and reports, as requested, to include primers supporting operations, exercises, and other TSC events.
- Provide media analysis and an effects assessment capability to measure the effects of the Commanders' themes, communications objectives, and engagement activities. Services shall be delivered in the form of daily and weekly open-source media summaries and analyses.
- Provide photographic content to enhance social media presence and assist with internal and external communication efforts. The provided services shall include capturing images of MARCENT activities for internal use and through social media, amplifying communication objectives with releasable content of operational unit activity.
- Develop Operational Updated Products (OUP) through expert analysis and review of disparate and disaggregated documents. The contractor shall provide Operational Update Products services to assist the Commander in introducing matters of high importance to the Commandant of the Marine Corps and the Combatant Commander. The contractor shall possess the capability to access all source information, including TS SCI-level information.
- Assist in generating and refining studies, plans, brief, policies, and strategies. Operational Update Products must be submitted in accordance with the Performance Requirement Summary.Work in close coordination with all staff sections but be intimately familiar with G3 operations on a daily basis.
- Provide all oral and written deliverables using a mastery English language level.
- Receive OJT training on, and will possess, the fundamental ability to execute, deliberate COMMSTRAT (functional areas of both Public Affairs and Visual Information) planning for COMMSTRAT OAI support.
EDUCATION - HS diploma or equivalent required.
EXPERIENCE - Minimum ten years of military experience.
- Experience in analyzing open-source information, including social and traditional media, and conducting communication effects assessments.
- Experience providing media analysis and effects assessment, including generating daily and weekly summaries and reports.
- Experience in developing Operational Update Products (OUPs) and providing situational awareness through expert analysis and review of documents.
- Experience capturing and managing photographic content for social media and internal communications, including using relevant photo and video equipment.
- Familiarity with platforms such as the Defense Visual Information Distribution Service (DVIDS) and tools like Adobe Photoshop, Adobe Premier, and Adobe Illustrator.
CORE SKILLS/COMPETENCIES Required Knowledge, Skills and Abilities
- Possess thorough understanding of the issues prevalent in the CENTCOM AOR and knowledge of military operations. Unclassified and classified information will be prepared, as appropriate.
- Fundamentally proficient at, and OJT trained in, writing and/or editing basic journalism-style stories, photo captions, news releases, media advisories and Public Affairs Guidance in support of MARCENT Operations, Activities, and Investments, and will deliver such products on request.
- Have a firm working knowledge of the Defense Visual Information Distribution Service (DVIDS) platform, and he/she will possess the ability to fully operate within the system. This includes uploading and releasing product, otherwise managing product, manage trouble calls within the system and download product from the system.
- Have a working knowledge of, and receive OJT training with, all MARCENT-owned government-issued photo and video equipment, to include the ability to use that equipment to effectively capture, upload, edit, otherwise manage, share and archive collected visual information products.
- Have a working knowledge of, and receive funded training in, Adobe products, to include Adobe Photoshop, Adobe Premier and Adobe Illustrator, and will apply these skills in creating and/or editing photo, video, and graphics products.
- Possess a familiarity with the MARCENT structure - primary and special staff, as well as command relationships with higher, adjacent, and subordinate units, and apply that knowledge by attending relevant meetings, as directed, and back briefing COMMSTRAT matters or relevance to the COMMSTRAT effort.
- Must be proficient using open-source aggregate software, to include but not limited to "Talk-Walker." Software access is provided by the government. Advanced proficiency with groupware applications (SharePoint, MS Teams) and the Microsoft Office suite (Word, Power Point, Excel, etc.) desired.
- Strong written and verbal communication skills desired.
WORKING CONDITIONS - Required to sit for extended periods of time and maintain focus.
SPECIAL POSITION NOTATIONS - Travel is required.
- Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.
SECURITY CLEARANCE - A Secret clearance is required for this position.
