PlanIT Group is seeking a COBOL Developer - Level III for our Federal customer in the Washington, DC area. The ideal candidate will research, design, implement and manage software programs as well as testing and evaluating new programs. Resolves problems with software and responds to suggestions for improvements and enhancements. Writing and implementing efficient code. Develop quality assurance procedures and deploy software tools, processes, and metrics. Works closely with other developers, UX designers, business, and systems analysts. Acts as team leader on projects. Participates in development of software user manuals. Instructs, assigns, directs, and checks the work of other software developers on development team. Consults with engineering staff to evaluate software-hardware interfaces and develop specifications and performance requirements.

COBOL Developer - Level III
Description:

Acts as team leader on projects. Participates in development of software user manuals. Instructs, assigns, directs, and checks the work of other software developers on development team. Consults with engineering staff to evaluate software-hardware interfaces and develop specifications and performance requirements.

List of tasks to be performed:

• Analyze existing Mainframe COBOL, JCL, DB2, SQL, VSAM, CICS and FTP application objects documenting current processes ensuring the information is accurate and can be easily understood by the business owner so they can make decisions on modernizing that applications processes.

• Refresh the Mainframe SIT and CAT application environments with Production data when requested.

• Execute the Mainframe SIT and CAT batch processing cycles when requested.

• Resolve any Mainframe SIT and CAT batch processing errors that occur.

• Apply business requested requirements to the Mainframe application COBOL, JCL, DB2, SQL, VSAM, CICS and FTP objects when requested.

• Resolve all defects deemed critical for production before implementing.

• Will ensure the Technology Solutions Life Cycle (TSLC) process is being followed having the USPS Software Architect along with the USPS Business Owner(s) review and approve the SIT and CAT results before migrating into the Production environment.

• Strong implementation background and ability to solution complex business requirements.

• Familiarity with Agile/Scrum processes and management tools (preferably VersionOne) and IT Service Management Systems (preferably ServiceNow).

• Update configuration diagrams and other documentation.

• Utilize an iterative development methodology and attend Agile ceremonies for all work done under this contract. The methodology must allow users to examine the validity and accuracy of the business requirements and to respond to the usability and performance of any new deployments or installs.

• Show a high level of competence in the USPS operating environment.

• Acquires a thorough knowledge of the assigned systems and understands the USPS business processes that support it.

• Provides on-call and after hours support as required to support the production systems.

• As directed by the Software Architect, effectively and proactively work with customers/end users of application(s) to ensure needs are being met / managed in a positive manner.

Additional Required Skills/Experience:
o A minimum of eight (8) to twelve (12) years' relevant experience.
o A degree from an accredited College/University in the applicable field of services is required. If the individual's degree is not in the applicable field, then four additional years of related experience is required.
o Typically performs all functional duties independently.

Additional Provisions:

• Must be able to obtain a Position of Public Trust Clearance

• Pass both a client mandated clearance process to include drug screening, criminal history check and credit check.

• All candidates must be a US Citizen or US Permanent Resident only.

• Candidate must have lived in the United States for the past 5 years.

• Cannot have more than 6 months travel outside the United States within the last five years. Military Service excluded. (Exception does not include military family members.)
