Sayres is seeking a Senior Program Analyst located in San Diego, CA with a SECRET clearance, verifiable in DISS. Responsibilities The Senior Program Analyst, co-located at CNSP in Coronado, California, will be responsible for the following: Responsible for the training and certification of all ships in the Pacific Fleet. Training standards and requirements are continually evolving and expanding, requiring increased manpower and flexibility. There is a substantial requirement to improve reliability and productivity of Commander Naval Surface Force Pacific and Afloat Training Group Pacific in San Diego to include training standards development and analysis, monitoring, analyzing and tracking ships in training, departmental executive support, scheduling and conflict management, quality assurance, data analysis, Ballistic Missile Defense (BMD) training requirements generation, program management, and mission area certification. The Senior Program Analyst will be co-located at Commander Naval Surface Forces Pacific at the Naval Amphibious Base in Coronado, CA. and will be responsible for the following: Participate in weekly CNSP Commander's Update Brief and CNSP Staff Stand-up Meetings. Review the latest mission area data for ships in the Basic Phase, by utilizing TORIS Master Scheduling Plan (MSP) database, FLEETVIEW, and End-of-Mission Report (EOMR) Repository; and produce weekly quality assurance reports tracking: Repetitive Exercise (RE) proficiency, Certifications held in abeyance, and SOP deviations for Certification and Non-certification events. Weekly review and provide feedback on Basic Phase Training Plans and Basic Phase Training Change and Risk Reports of Pacific Fleet ships in training. Specifically address scheduling, de-confliction, SOP deviations, waivers and staffing. Review and provide weekly brief and report on discrepancies between Basic Phase certification events in MSP and the Basic Phase completion message. Review MSP and report weekly on trainers to validate scheduled and actual training hours and provide a report identifying discrepancies. Track and report return on investment (ROI) of manpower expended during the Basic Phase of the Fleet Response Training Plan (FRTP) and during unit level events conducted during all phases of the FRTP. Provide quarterly feedback regarding improving the integration of readiness planning, reporting, risk management, and execution; clarify accountability for force-wide efficient use of resources; promote enhanced coordination and collaboration among stakeholders in mission effectiveness; and streamline decision making. Annually review mission area processes (SOPs, Curriculums, Training Products, and Certification Requirements) with regards to updates to the SFRM/SFEM, via additions to the Known Issues List (KIL) Ensure compliance with standards promulgated by the TYCOM, Configuration Control Group (CCG) and Configuration Control Board (CCB). Collect and analyze historical data and metrics. Perform annual extensive Process Improvement analysis for ATG to design and implement certification solutions to support the training related missions, functions, goals, objectives and strategies of the Navy's Surface Forces. Education, Work Experience, Skills and Clearance Requirements: BS in a related field. 15 years of Naval shipboard experience. Experience in Department of Defense Training and Warfare Area certification processes. Experience in conducting workshops and conducting meetings that identify and prioritize process improvement opportunities in relation to Unit-Level Training. Experience with tracking and managing certification and training schedules for Naval Surface Forces Units or like systems. Experience writing and presenting Flag Level briefs to senior leadership. Knowledge of Microsoft Office Suite of program tools. Secret security clearance verifiable in DISS prior to start date. Experience in using database applications to develop trending and training analysis. Preferred: Naval Officer, Command Master Chief (CMDCM), or Senior Enlisted experience on Navy Ships. Knowledge of the Surface Force Requirements Manual (SFRM) and the Surface Force Exercise Manual (SFEM).
