Clearance Requirements: Secret & 8570 Cert

Candidates will provide technical expertise to our D.o.D client to the migration of FAR and non-FAR based contract data housed in D.o.D legacy contract writing systems (ConWrite and ACPS) to Contracting-Information Technology (CON-IT) and assisting with the implementation of new contracting functionality within CON-IT.

Position Requirements

Basic Qualifications:

• Strong IT background and the ability to leverage all software at one's disposal.
• A programming background to permit building of one-time-use reports and tools using Microsoft PowerShell, Microsoft Access, Style sheets, Microsoft SharePoint, etc.
• Knowledge of Appian or other Low Code, Low Design platform i.e. PEGA, Salesforce or Business Process Models
• A strong working knowledge of database software, both desktop and server (Oracle), including expertise with multiple variants of SQL DDL and DML.
• 6 or more years of contracting experience, especially using legacy ConWrite contract writing system.
• A strong familiarity with both ConWrite and CON-IT contract writing systems.
• A strong familiarity with FAR and DFARS.
• A strong working knowledge about the following DoD standards:
  • Procurement Data Standard (PDS)
  • Purchase Request Data Standard (PRDS)
  • Assistance Data Standard (ADS)
  • Electronic Data Exchange (EDI)
• Technical background with CWS's (Sys Admin, Developer, etc.)
• Basic understanding of software development and process especially agile
• Be able to read PDS/EDI
• Ability to translate highly technical requirements down from non-technical functional personnel and vice versa.
• Understanding of network architecture such as data flows to pass data successfully between gov't systems ie. GEX, EDA, Finance Systems, etc.
• Familiarity with using different protocols such as SFTP, HTTPS, and MQ
• Ability to perform data analysis on large amounts of data.
• Ability to troubleshoot issues using log file data, minimal info, and error messages.

Desired Skills:

• Familiarity with the ACPS contract writing system.
• Familiarity with Appian or Business Process Models
• Familiarity with JAVA and SQL
• Ability to write SQL scripts.

Education: Bachelor's Degree or 9 years of relevant experience
