CAREER DESCRIPTION CIVIL ENGINEER In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates: Effective June 27, 2025 - 4.00% increase Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization. This recruitment will establish an Open eligible list that will be used to fill current and future Civil Engineer positions. The eligible list established may also be used to fill position in similar and/or lower classifications throughout the County of Orange. THE AGENCY OC Waste & Recycling(OCWR) provides waste management services, protects the environment, and promotes recycling in order to ensure a safe and healthy community for current and future generations. OCWR operates three active regional landfills, four household hazardous waste collection centers, monitors 21 closed landfills, and administers municipal solid waste collection, recycling and planning for County unincorporated areas. OCWR is a nationally renowned waste management department and is committed to its exceptional record of regulatory compliance and excellence. THE PROGRAM Planning & Renewable Energy (P&RE) - P&RE, located at headquarters in Santa Ana, is responsible for compliance and cost-effective solid waste disposal and resource recovery operations by providing planning, strategies, standards, and tools for compliance systems, operational optimization, and energy conversion. In addition, P&RE manages all renewable energy developments and contracts at OCWR. Regulatory Support Unit (RS) - RS, located at headquarters in Santa Ana, is responsible for regulatory compliant operation of solid waste disposal and resource recovery facilities by providing departmental permitting, reporting, and regulatory coordination services, primarily in the areas of solid waste, water, and air regulations. Prima Deshecha Landfill (South Region) - The South Region Engineering team provides support for regulatory compliance and operations at the active Prima Deshecha Landfill located in San Juan Capistrano, as well as three closed landfills located in Irvine and Newport Beach. South Region Engineering team also supports waste management activities, monitoring environmental controls, and the design and review of engineering plans as OCWR continues to maintain its exceptional regulatory record. In addition, the South Region is also responsible for the design and construction phases of Capital Improvement Projects as the Prima Deshecha Landfill continues to operate for future generations. THE OPPORTUNITY There are four (4) immediate vacancies with OCWR: one (1) with Planning & Renewable Energy (P&RE), one (1) with the Regulatory Support (RS) unit, and two (2) with Prima Deshecha Landfill (South Region). All perform a variety of field and office professional civil engineering work. Civil Engineer - P&RE (Santa Ana) This position is primarily responsible for providing technical support to all regions regarding renewable energy program development. Other job duties include, but are not limited to: Assist in the research, development, and implementation of new and/or existing conversion technology and renewable energy products Create and present data report regarding renewable energy generation and revenue Administer third-party contracts and landfill operating permits Provide technical support and problem-solving to internal stakeholders and external consultants regarding landfill gas collections systems Civil Engineer - RS (Santa Ana) This position is primarily responsible for providing regulatory support to all regions with respect to current and planned waste & recycling operations. Other job duties include, but are not limited to: Engage with regulatory agencies for regulation development, regulatory coordination, and resolution of compliance issue Permitting of new and/or existing waste management and resource recovery services and operations Ensure on-time and accurate execution of activities and inspections as required by permits and regulation Ensure on-time and accurate production of regulatory deliverables Administer third-party environmental and laboratory contracts Provide technical support and problem-solving to internal stakeholders and external consultants regarding compliance requirements Civil Engineer - Prima Deshecha Landfill (South Region) These positions are based out of the Prima Deshecha Landfill located in San Juan Capistrano and provide civil engineering support to the open South Region landfill and the three closed landfills in Irvine and Newport Beach. Other job duties include but are not limited to: Design, review, and construction management of landfill grading plans and landfill gas collection systems. Utility design and review including storm drain facilities, sewer lines, and water lines. Hydrologic/Hydraulic analysis and Water Quality Engineering for future projects and landfill operations. Monitoring of Environmental Control Systems including leachate recovery collections systems, groundwater monitoring systems, water/wastewater treatment systems, and landfill gas collection systems. Regulatory Permit compliance and application processing. DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES The ideal candidate will possess two (2) years of civil engineering experience. A master's degree in civil engineering may be substituted for one year of the required experience. In addition to the minimum qualifications, the ideal candidates will demonstrate the experience and core competencies as described below. Technical Expertise Perform project management duties which include monitoring and controlling project scope, cost, schedule and risks Experience with CAD drafting programs utilizing MicroStation, AutoCAD, Civil 3D, and BlueBeam Knowledge of design plan format, organization and content Knowledge in infrastructure planning, design, construction or maintenance activities Knowledge of land development improvement plans Knowledge and experience in reading and preparing construction plans Knowledge and experience in reading topographic maps and generating grading plans Knowledge in federal and state regulatory framework and policies, and in the California Environmental Quality Act (CEQA) Knowledge and experience relative to Composting practices, operations, and equipment Strong working knowledge of landfill design, operations, and environmental control systems Experience in managing regulatory requirements for waste management and resource recovery operations Problem Solving and Analytical Skills Knowledge and experience in identifying and solving problems, acting decisively, and showing good judgment Isolate causes from symptoms, and compile information and alternatives to illuminate problems or issues Involve others as appropriate and gather information from a variety of sources Find a balance between studying the problem and solving it Listen carefully and communicate concern through tone of voice and by taking action to solve problems in a timely manner Analyze all aspects of financial and operational performance and prepare recommendations to management for use in making critical financial decisions Readily commit to action and make decisions that reflect sound judgment and analysis Notify and/or involve others prior to making decisions Communication Skills Effectively communicate orally and in writing in both formal and informal settings Communicate technical and complex information in a clear, easy to understand manner Recognize the essential value of continuous information exchange and the competitive advantage it brings Actively seek information from a variety of sources and disseminate it in a variety of ways Accept responsibility for ensuring that stakeholders have the current and accurate information needed for success Write clearly and concisely, composing informative and convincing memos, emails, letter, reports, and other documents Able to use the written language to convey both substance and intent with accuracy Provide the highest quality service to all customers Leadership Skills Identify with the role of leader, enjoy position of responsibility, and the exercise of authority Understand that management is a distinct vocation, and choose to be in a leadership position to guide, and direct others Demonstrate the ability to work well with peers, direct reports, and supervisors LICENSE REQUIREMENT Possession of a valid California Driver License (Class C or higher) may be required for some assignments. Possession of a valid Certificate of Registration as a Civil Engineer issued by the California Department of Consumer Affairs Board for Professional Engineers, Land Surveyors, and Geologists.
