Description Responsible for accurately determining the taxable value of all land, improvements, business, and personal property located within the City of Anoka.
Summary of Duties MAJOR AREAS OF ACCOUNTABILITY: This is not an attempt to list all work operations of this job position. Duties generally include, but are not limited to the following:
1. Plan, develop and coordinate appraisal and assessment of all real property in the City and the maintenance of accurate records regarding each parcel.
2. Appraises for real estate tax purposes all commercial, industrial, and apartment property in the City, understands all aspects and components of complex buildings and land sites.
3. Prepare statistics and information for the Board of Equalization to respond to property tax review questions.
4. Maintain good public relations by explaining, as requested, property assessment methods, special assessments, policies and procedures in a manner which will develop understanding and respect on the part of the property owners.
5. Provide defense of established values in Minnesota Tax Court proceedings resulting from tax petitions.
6. Supervise and assist the seasonal assistant appraiser in the appraisal of all residential property in the City.
7. Maintains all special assessment records, in addition to, the preparation of special assessment rolls for Anoka County in conjunction with the Engineering Department, determining benefit for spreading special assessment costs for City projects.
POSITION EXPECTATIONS/REQUIREMENTS:
1. Creates a favorable image of the City in contacts with the Public, Elected Officials and other Organizations.
2. Must exercise initiative, discretion and independent use of judgment over matters of
non-significance.
3. Ability to make complex real estate appraisals.
4. Knowledge of the functions and responsibilities of other departments in the City.
5. Thorough knowledge of Minnesota property tax statutes.
6. Ability to delegate work assignments and provide direction and/or on-job training as may be needed.
7. Ability to work independently with minimum supervision.
8. Keeps the Finance Director informed of any development, which he/she will need to know to function effectively.
9. Performs other duties and assumes other responsibilities as apparent and/or as assigned. by Finance Director.

Qualifications/Prerequisites EDUCATION/EXPERIENCE PREREQUISITE(S): 1. Must be able to obtain a Certified Minnesota Assessor License (CMA) and become Income Qualified within the first year of employment; and within two years of employment must be a Minnesota Assessor at the Accredited Minnesota Assessor (AMA) level.
2. Two (2) years experience in property assessing.

- Pre-employment drug screen prior to starting employment.
- Able to meet standard background and criminal check.
- Valid and unrestricted Driver's License and satisfactory driving record.
