Duties DUTIES AND RESPONSIBILITIES: The Unit Chief for Administration provides strategic leadership and oversight of complex administrative functions, ensuring alignment with the mission, policies, and objectives of the DAD Administration and the USPHS Commissioned Corps. Operating with a high degree of autonomy, the incumbent resolves complex and sensitive issues through research, analysis, and decisive action, and develops recommendations to support senior leadership and drive operational excellence. The Unit Chief leads cross-functional initiatives, manages key administrative areas such as human resources, procurement, budget, and facilities, and ensures compliance with applicable policies, regulations, accreditation standards, and procedures. As a senior administrative leader, the Unit Chief promotes a culture of accountability, innovation, and continuous improvement, while ensuring that administrative operations meet the highest standards of quality, integrity, and service. Strategic Leadership and Planning: Build partnerships and collaborate with agency stakeholders to include DHS Office of Chief Human Capital, ICE Office of Human Capital (OHC), the Office of the General Counsel, Office of Equal Employment Opportunity, Department of Homeland Security Public Health Service (PHS) Liaison team, PHS Commissioned Corps HQ Adverse Actions and Employee Relations team, agency leaders and supervisors, labor unions, and other outside entities on issues involving human capital management. Serves as a key advisor to the DAD Administration in aligning the agency's human resources policies and programs with organization mission, strategic goals, and performance outcomes. Respond to high level time sensitive agency Taskings. Act on the DAD Administration behalf. Supervise and evaluate PHS Officers and Civil Servant staff. Additional duties as assigned. Operational Oversight, Risk Management and Compliance: Oversight of administrative polices; serve as a member of the IHSC Policy committee; develop, review and approve administrative polices. Member of IHSC Ethics Committee, IHSC/Labor Relations Policy team and Title 38 Interagency Committee. Non-voting member of the IHSC Medical Executive Committee. Lead the IHSC Management Bargaining Team; collaborate with ICE Labor Relations (LR) and Local 511 Union to manage Provisions in the IHSC Supplement to the Collective Bargaining Unit; assist LR and the Union with resolving issues. Ensure representation on the ICE Labor Management Forum. Manage the IHSC Timekeeping program. Conduct random audits to ensure timesheets are correct, conduct training to supervisors and employees, develop SOPs and disseminate guidance when needed. Manage IHSC travel program. Review, process and authorize travel for employees in the ICE travel system. Manage IHSC Civil Servant Performance Work Plan program. Manage Chief of Administration Business Plan. Stakeholder and External Relations: Collaborate with ICE Employee Relations to assist with personnel issues. Collaborate with ICE Labor Relations to assist with labor issues. Collaborate with Labor and Employment Law Division to assist with labor issues. Collaborate with IHSC Chief of Personnel and DHS PHS Liaison to resolve complex personnel cases and conflict. Collaborate with IHSC Chief of Personnel and DHS PHS Liaison to develop guidance for Public Health Service Officers. Collaborate with IHSC Chief of Personnel, DHS PHS Liaison and PHS. Commissioned Corps headquarters to enforce the DHS/HHS MOA, PHS policies and procedures and DHS/ICE policies and procedures. First point of contact to assist IHSC Assistant Director (AD), Deputy Assistant Directors (DAD) and Chief of Staff (CoS) with sensitive personnel related matters and administrative program management, policies and procedures. Personnel Management: Manage the IHSC Civil Servant personnel program: Collaborate with ICE Enforcement and Removal Human Resources Divisions (ERO HRD), ICE OHC ICE HR Operations Center, DHS Office of Health Security and DHS Chief of Human Capital to recruit civil service medical and administrative positions. Assist hiring managers with the recruitment process to include management of the IHSC Title 38 market pay program, develop special agency need packages and student loan repayment packages. Manage administrative recruitment taskings in USA Staffing. Manage onboarding of Civil Servant personnel. Attend routine meetings with ERO HRD to discuss human resources and recruitment matters Lead and conduct annual supervisory training on various topics based on needs assessment. Present at IHSC Orientation, IHSC Town Halls and Bi-Weekly Chief meetings. Develop communication/written guidance on behalf of AD or DAD Administration. Lead monthly personnel meeting with AD, CoS, DADs and Chief IPU. Requirements Conditions of Employment You must be a U.S. citizen to apply for this position. Minimum five years supervisory experience managing teams in a fast-paced non-routine work environment to include evaluating employees. Minimum 10 years human resources experience specializing in civil service Title 5 policies, procedures and program management. Must be able to obtain a secret security clearance. Requires strict adherence to confidentiality and discretion in handling sensitive employee matters. Must not disclose, share or discuss any sensitive or confidential information unless authorized to do so. Experience with conflict resolution and complex employee relation cases Knowledge of Title 38 hiring practices preferred Knowledge of USPHS hiring processes and procedures. Experience with representing Senior Executives at agency meetings. Ability to communicate effectively orally and in writing. Ability to collaborate with internal and external stakeholders. This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration. The incumbent will report directly to the DAD Administration. This is a supervisory Unit Chief position. IHSC has a multi-sector, multidisciplinary workforce of more than 1,400 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 23 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees on a daily basis, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. The IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea. The Administration Division coordinates and implements IHSC administrative and managerial functions to support and advance the ICE mission.
