Duties As the Chief Innovation and Artificial Intelligence Officer (CIAIO), the successful candidate will be responsible for managing and directing the day-to-day operations by: Providing executive leadership, senior technical expertise, and serving as the single point of contact for IT advocacy and accountability in meetings with ICE's internal and external customers Acting as an industry expert and technical advisor for ICE leadership. Collaborating with executives across ICE and the Department of Homeland Security to develop and execute an agency-wide innovation strategy, addressing and incorporating emerging trends and mission requirements. Proactively displaying innovative leadership in establishment of IT solutions, in accordance with applicable policies, procedures, laws, and directives pertaining to artificial intelligence (AI). Identifying future IT needs and solutions, recommending and managing the implementation of IT standards and policies that support the direction and long-term goals through the development and execution of the OCIO's strategic vision, principles, and products. Ensuring law enforcement and other personnel have access to essential IT resources and services. Advocating for the establishment of IT solutions, in accordance with ethical guidelines and applicable policies, procedures, laws, and directives pertaining to AI. Serving as the principal technical advisor that possesses knowledge of and experience leading IT innovations, strategies and programs; cost-effectively complies with mission and unique environmental requirements; and design, development, and monitoring of secure and ethical AI solutions. Performing day-to-day operations while leading a team to leverage cutting edge technologies. Providing guidance over the implementation of Innovation, AI strategic plan and roadmap, while ensuring compliance within regulations and laws. Requirements Conditions of Employment You must be a U.S. Citizen to apply for this position. BASIC QUALIFICATIONS As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in the Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and Supervising the work of employees, developing policy, and other executive functions. ECQ 5: Building Coalitions -This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. TECHNICAL QUALIFICATIONS (TQs) Current or former SES members and CDP-certified applicants may omit the ECQs from their application package. TQ 2 Demonstrates experience and knowledge overseeing and coordinating efforts of an artificial intelligence program for an organization, including assessing appropriate risk management considerations; and building secure, innovative, and ethical artificial intelligence use cases. TQ 3 Demonstrates experience overseeing process improvement, strategic planning, project management, and change management techniques; to include success in advocating for and introducing innovative programs and/or artificial intelligence.
