Position Summary:

The Chief Housing Officer leads the housing portfolio, focusing on homelessness prevention and maintaining and expanding stable housing. They ensure the success of housing operations by raising capital for recapitalization and new development, overseeing fiscal management, and engaging stakeholders. This leadership role provides strategic direction and management for housing operations and requires expertise in public and private housing policy, raising capital, public-private partnerships, and developing and managing diverse projects. Full oversight of the housing portfolio and division is a key responsibility of this role.

Who We Are:

Mental Health Association Tulsa was originally chartered in 1955 as a Tulsa-area regional affiliate of the National Mental Health Association. Over the years, the Association's mission grew beyond its original name, Tulsa County Association for Mental Health. In 2014, the Association expanded statewide, opening its first administrative office in Oklahoma City and rebranding itself as Mental Health Association Oklahoma (MHAOK). In 2022, MHAOK once again earned accreditation by the Council on Accreditation, affirming that the highest national standards of best practice and sound credibility were met. Today, MHAOK continues its work of promoting mental health, preventing suicide, ending homelessness and transforming the justice system.

  • Provides visionary leadership in complex situations with both the public and private sector partners

  • Technical skills including Yardi, Excel, and ability to build reports and interpret data
  • Track record of success using innovative ideas to advance business goals
  • Financially savvy with experience setting and managing a large operational budget, governance, risk management and compliance requirements and regulation
  • Well-versed in applicable laws and regulations governing affordable and public housing
Essential Duties and Responsibilities:
  • Brings a minimum of 10 years of progressive experience in property management and other real estate specialties like asset management and real estate development. Additional experience includes at least 5 years in an executive leadership role overseeing complex housing operations
  • Provide visionary leadership in developing and implementing strategic plans and policies for the preservation of affordable or mixed-income housing projects. Ensure alignment with the organization's mission and objectives
  • Plan, coordinate, and execute capital fund-raising initiatives, including grant applications, donor cultivation, and community development financial institutions. Identify and pursue new funding opportunities, partnerships, and revenue streams to ensure the financial sustainability of the organization
  • Oversee the development, implementation, and evaluation of housing programs and services. Monitor program effectiveness and make recommendations for improvements or changes as needed
  • Provide visionary leadership to inspire and motivate staff, volunteers, and stakeholders toward achieving organizational objectives. Oversee the management of housing team employees, ensuring adherence to company policies, procedures, and performance standards
  • Responsible for ensuring compliance with all local, state, and federal laws and regulations, including accurate and timely reporting on the status of properties and programs
  • Cultivate and maintain positive relationships with key stakeholders, private developers, donors, volunteers, community partners, industry regulators, and government agencies
  • This position works closely with the Association's executive leadership team to ensure effective operations, administration, planning, and information dissemination
  • Working closely with the Housing Committee and Association staff to identify and promote long-range strategies for all programs under Housing Development and Operations
