POSITION SUMMARY

The Chief Housing and Real Estate Officer (CHREO) is responsible for leading and overseeing all housing, real estate-related operations, and strategic initiatives. This includes driving the organization's real estate strategy (including the rental assistance programs), managing housing portfolios, the advancement of economic mobility programs, and ensuring compliance with housing regulations, community development goals, and financial performance. The CHREO serves as a member of the executive leadership team and is charged with working with key stakeholders to align real estate and economic mobility activities with organizational goals, while ensuring the effective management of assets, developments, and partnerships.


ESSENTIAL FUNCTIONS


• Develop and implement a comprehensive housing strategy aligned with the organization's mission, growth objectives and market trends.


• Lead the process of identifying, evaluating, and acquiring properties for housing development, including due diligence, contract negotiation, and securing necessary approvals and financial.


• Oversee the acquisition, development, management, and disposition of the organization's real estate assets, including residential and commercial properties. Optimize portfolio performance while minimizing risk.


• Lead housing development initiatives, from conceptualization through project completion, ensuring projects are executed on time and within budget. Engage with communities, local governments, and other stakeholders to ensure developments meet the needs of target populations.


• Analyze financial data to assess the viability of housing projects, manage budgets, identify potential funding sources, develop financial models, projections, and performance metrics.


• Oversee economic mobility initiatives to expand workforce, educational, housing, and contracting opportunities.


• Ensure adherence to all relevant housing regulations, including fair housing laws, building codes, environmental standards and government funding requirements.


• Collaborate with community stakeholders, local government agencies, and non-profit organizations to address housing needs and advocate for policy changes.


• Cultivate and maintain relationships with external partners, including government agencies, developers, financial institutions, contractors, and non-profit organizations, to advance the organization's housing and real estate objectives.


• Identify and manage risks related to real estate investments and operations. Implement strategies to mitigate risks and maximize operational efficiency.


• Lead and mentor a diverse team of professionals, fostering a culture of collaboration, innovation, and excellence. Manage department resources and talent development to achieve organizational goals.


• Other duties as assigned.


EDUCATION, EXPERIENCE & LICENSES


• Bachelor's degree in Real Estate, Urban Planning, Architecture, Business Administration or related field (required).


• Master's degree or relevant advanced certification (preferred but not required).


• 10+ years of progressive leadership experience in housing and real estate, including experience in real estate development and strategic planning.


• Strong experience with public-private partnerships and community development initiatives.

• Deep understanding of real estate market trends, financing options, and regulatory landscape.


• Strong analytical and financial modeling skills to evaluate potential projects.


• Excellent leadership and team management abilities to lead cross-functional teams.


• Proven negotiation skills for land acquisition, development contracts, and financing arrangements.


• Excellent communication and stakeholder engagement skills to build relationships with community groups and government agencies.


• Strong problem-solving and decision-making skills.


• High level of integrity and a commitment to social impact.
