To learn more about Mission Technologies, click here for a short video: Job Description The Chief Engineer/Technology (Tech) Innovation Lead supports the Program Manager and Task Order Leads for scouting and evaluating new/emerging technologies, capabilities, concepts, and innovative solutions. The Chief Engineer provides technology transition management for organizing, coordinating, executing, and integrating activities to drive the development and delivery of innovative capabilities (e.g., products, services, processes, models, new concepts) for the Intelligence Community, without adversely impacting the ability to rapidly respond to changing requirements. Support activities include interaction with Sponsor and Government customers on capabilities to assess and counter emerging threats; managing/leading cross-functional teams of staff and subcontractors in technology development activities; and direct contributions to operational and technical solutions for the IC. The Chief Engineer manages relationships and partnerships (subcontractors, vendors, industry, laboratories, academic institutions) for understanding and leading technology transition/integration and innovation efforts. The ideal candidate is a subject matter expert in systems engineering (hardware/software/networks, and/or Artificial Intelligence), has recent and extensive experience with the IC, and is fully capable of representing the interests of the Sponsor and Government organizations at senior level meetings and briefings. Essential Job Responsibilities The Chief Engineer supports the PM in the management of task order (TO) technical activities, deliverables, schedules, costs, risks, subcontractors, and vendors. Leads technology Innovation efforts of support staff, teammates, and partners from industry and academia Conducts market research and analysis of alternatives for potential technologies, capabilities, and innovative solutions Overall lead for emerging technologies (e.g., Artificial Intelligence) and integration to support existing and evolving program requirements
Organizes and leads technical demonstrations and innovation reviews as required/directed Collaborates with HII's Chief Technology Officer (CTO), Technology Council, and Technical Fellows Maintains relevancy and stays abreast of new/emerging technologies Scouts and evaluates entrepreneurial and innovative ideas Establishes strategic relationships within and across innovative businesses Supports the development, refinement, delivery, and implementation of innovative solutions and capabilities Engages and collaborates with mission stakeholders, industry, academia, research institutions, and RDT&E organizations, as required/directed Engage and meet with IC leadership to update the customer on technology initiatives and challenges Assist with the oversite of the cost, schedule, and technical performance of the projects ensuring delivery against contractual obligations Support development of new business and/or expand business with existing customers
Minimum Qualifications Active Top Secret security clearance; must meet eligibility requirements for ISSA/Top Secret/SCI clearance and successfully complete a full scope polygraph examination Bachelor's degree or higher from an accredited institution in one of the following areas: STEM field 15 years of progressive technical management experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field
Recent IC experience in operational and technical planning, operations, and/or RDT&E 3 years of recent experience (within the past 5 years) as a Senior Engineer/Technical Lead directly supporting IC projects Demonstrated ability to multi-task and lead cross-functional teams with diverse disciplines at all levels of the organization, including senior scientific and engineering subject matter experts; excellent communication, presentation, and interpersonal skills with a collaborative team mindset
Experience leading technical projects and teams of varying sizes and disciplines Ability to use automation and collaboration tools such as Microsoft Office and Teams to present ideas, information, reports, and customer relationship management
Preferred Requirements 10 years of experience supporting IC projects to include reverse engineering, exploitation, and/or rapid prototyping Active ISSA/Top Secret/SCI security clearance with full scope polygraph
Experience in evaluating technologies and innovative capabilities for the IC Understanding of IC procurement lifecycle and supply chain risk management
