Job Purpose:

Under the supervision of the General Manager and Property Manager, the Chief Engineer is responsible for successful leadership of an Engineering team dedicated to the daily operations and maintenance of three Class AA, high-rise office buildings totaling more than 950,000 square feet located in the University Town Center submarket of San Diego. The Chief Engineer ensures proper operation of all mechanical, electrical, and safety systems, including compliance with all relevant city, county, and state regulations.

Duties and Responsibilities:
  • Promote and maintain a positive working environment.
  • Manage and lead a team of building engineers, including supervision, scheduling, training, development, evaluation, and disciplinary actions.
  • Direct engineering team daily activities, including preventative, scheduled, and emergency maintenance, repair and renovation of all building systems, and tenant work orders.
  • Participate as a management team member in planning, problem resolution, and review of facility performance.
  • Ensure healthy tenant relations through prompt and courteous responses to tenant requests.
  • Participate in tenant and building events.
  • Collaborate with the Property Management team to identify significant operating expenses and capital improvements by demonstrating necessity, timing, payback, and competitive pricing review.
  • Develop repair, preventative maintenance, and utility annual operating budgets.
  • Attend and participate in tenant improvement construction meetings.
  • Provide oversight to contractors, vendors, and suppliers, ensuring completion and acceptable quality of work.
  • Maintain and update fire and life safety system procedures to ensure that all procedures and policies relating to fire protection, disaster, and hazardous material response are current and comply with city, county, and state regulations.
  • Ensure that safe working habits are promoted throughout the facility.
  • Oversee the purchasing of parts and supplies according to company policy and apportioned guidelines as proposed by Property Management.
  • Perform quality control inspections to ensure routine and scheduled maintenance tasks are completed.
  • Maintain current and historical preventative maintenance and work request records pertaining to building equipment.
  • Monitor building/systems energy consumption and implement operational changes to achieve optimal energy consumption.
  • Participate in ongoing corporate sustainability initiatives including GRESB, ENERGY STAR, and LEED certifications.
Required Knowledge/Skills:

  • Understand principles and practices of administration, supervision and training.
  • Strong working knowledge of planning, organizing and directing maintenance and repair activities.
  • Proficiency in the preparation of staff schedules, after-hours assignment scheduling/ coordination, preventive maintenance schedules and the ability to assess and prioritize immediate needs.
  • Understanding of advanced high-rise building system design and operation including, but not limited to: HVAC, electrical, plumbing, fire alarm/suppression, emergency generation, access control, and conveyance.
  • General knowledge of property management financial reporting with primary focus on R&M expenses, utility expenses and capital expenses, as they pertain to the department's allocated monthly and annual budget.
  • Working knowledge and experience with central plants, including but not limited to: chillers, boilers, pumps, heat exchangers, and cooling towers.
  • Working knowledge and experience with emergency power systems including but not limited to: emergency generators ATS and UPS systems.
  • Knowledge of computerized control systems including, but not limited to: Building Management System (BMS), fire alarm/life safety and access control.
  • Skilled in performing HVAC, mechanical, electrical, and plumbing repairs.
  • Knowledge of risk management including, but not limited to, OSHA and ACM.
  • Knowledge of applicable codes required by local jurisdiction including, but not limited to, NEC and NFPA.
  • Proficiency with Microsoft Office suite.
  • Ability to read and interpret blueprints.
Education and Experience:
  • High School Diploma or Equivalent Education
  • Minimum of 10 to 15 years of mid-to-high-rise commercial building engineering/maintenance operations with a minimum of 5 years of supervisory experience.
  • HVAC, electrical, plumbing trade, or construction experience.
  • Preferred additional training includes journeyman certification, completed apprenticeship program, BOC, BOMI (SMT/SMA), IREM, DDC training and experience, locksmith courses, etc.
  • Universal EPA Refrigerant Handler License
