The Department The Community and Economic Development Department is comprised of the Economic Development, Planning, Building and Safety, Housing, Emergency Services, Code and Parking Enforcement Divisions.
The Position The Analyst will perform a variety of professional duties and responsibilities involved in administering, coordinating, implementing, and ensuring performance compliance of Federal and State grant programs for community development and affordable housing programs. This includes administering federal and local funds including HUD's Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), and Permanent Local Housing Allocation (PLHA).
This recruitment will be utilized to establish an eligibility list that may be used to fill other current or future vacancies in this classification.
City Hall is open Monday through Thursday, 7:00 AM to 5:30 PM. Employees work a 4/10 schedule from 7:00 AM to 5:30 PM. This position could also be required to work non-traditional hours including nights, early mornings, weekends, and holidays based on the needs of the department.
Essential Duties The duties listed below are intended only as illustrations of the various types of work that may be performed by employees in this classification.
- Administers federal CDBG funds to ensure the City is in compliance with federal laws on grant funding and disbursement. Monitors spending by sub-recipients, contractors, and other agencies for grant compliance.
- Prepare and update the five-year Consolidated Plan and Annual Actions Plans. Including: reviewing goals and objectives; conducting a public assessment of needs and priorities, holding public hearings and coordinating the public input process; managing a CDBG RFP process; evaluating potential projects; coordinating the process for allocation of CDBG and related funding; and preparing Consolidated Plan and Annual Action Plan documents for submission to the Department of Housing and Urban Development (HUD).
- Prepares and processes complex funding, draw requests, reviews financial documentation, and manages contracts with sub-recipients, contractors, agencies, and other funders to ensure compliance with grant stipulations. Verifies funding is received and disbursed by the City.
- Monitor all grant recipient projects and activities assisted with CDBG and related funding, as well as develop and implement recommendations for improvement, continuation funding and/or termination of such projects and activities.
- Reviews applications, reviews recommendation by Property Rehabilitation Specialist, assists in determining eligibility and prepares loan applications and documents.
- Maintain program files, databases, and other information documenting CDBG Program operation, including Subrecipient activities and expenditures.
- Manage and monitor the HOME and CalHOME Programs.
- Performs other duties as assigned.
Qualifications Knowledge of: - Federal Community Development Block Grant (CDBG) program administrative requirements and objectives.
- Permanent Local Housing Allocation Program (PLHA) program administrative requirements and objectives.
- Home Investment Partnerships Program (HOME) program administrative requirements and objectives.
- Knowledge of typical program budgeting and accounting procedures, including federal guidelines and circulars.
- Knowledge of the principles and practices of public administration and governmental organization.
- Principles and applications of critical thinking and analysis.
- Principles and practices of service delivery models.
- Principles in providing customer service.
Skills/Ability to: - Process monthly draws on CDBG grant fund accounts to ensure compliance with grant requirements and stipulations.
- Prepare and reconcile financial reports and records with the US Department of Housing and Urban Development (HUD);
- Prepare annual funding requests for presentation to CDBG Advisory Committee for review and action.
- Complete assignments in a timely fashion; understand and comply with all rules, policies and regulations.
- Maintain a collaborative and cooperative working relationship with elected and appointed officials, other City employees, and the public.
- Negotiate and administer a variety of administrative contracts, and effectively coordinate functions and activities between departments and outside agencies.
Education and Experience - Bachelor's Degree from an accredited college or university in in economic development, planning, public administration, business, economics or a related field required is required.
- Master's degree in business administration, marketing, public administration, political science, or a related field is desired.
- Three (3) years of related analytical experience to duties is required.
- Administrative experience involving grant-funded programs as a management analyst within municipal government, private sector or the non-profit sector is desired.
- Experience related to economic development for a local government agency is desired.
- Bilingual in Spanish is desired.
