Job Purpose
The Capture Manager is responsible for leading and coordinating all activities related to the pursuit of federal contract opportunities, from pre-RFP planning through contract award. The Capture Manager bridges business development and operations, partnering closely with contract staff and internal teams to develop competitive proposals, strengthen client relationships, and drive revenue growth. The Capture Manager also supports strategic recruiting initiatives, develops sales materials for vendor engagement, and evaluates the return on investment of potential and existing contracts. This position supports a range of contract pursuits, with a primary focus on federal opportunities and additional support for other business ventures.
Duties and Responsibilities
The job duties and responsibilities include, but are not limited to the following:
• Lead the full lifecycle of capture efforts for federal contract opportunities, from early-stage planning and positioning through proposal submission and contract award
• Develop and execute tailored capture plans that define win strategies, pricing approaches, teaming options, and competitive differentiators
• Partner with internal teams-including recruiting, HR, and technical leads-to develop compliant, compelling proposals aligned with client requirements and company goals
• Identify and qualify new business opportunities through market research, strategic intelligence tools, and pipeline tracking
• Collaborate with the Vice President of Business Development to represent the company at industry events, contract recruiting engagements, and client meetings
• Build and sustain strong relationships with prospective contract clients, teaming partners, vendors, and agency stakeholders
• Partner with Proposal Manager to identify and engage teaming partners to strengthen proposals and expand delivery capabilities
• Coordinate cross-functional proposal teams by establishing clear roles, deadlines, and deliverables across departments
• Create targeted sales and marketing materials for client and vendor review, tailored to specific contract needs and audiences
• Evaluate and recommend pursuit decisions based on strategic fit and return on investment
• Oversee recompete strategies and processes to retain existing contracts and ensure continuity of service
• Lead post-submission debriefs and apply lessons learned to improve future capture and proposal outcomes
• Monitor trends in federal procurement to inform business development strategy and pipeline decisions
• Support capture and proposal efforts related to commercial and emerging business ventures as needed
Qualifications
Minimum Education & Experience:
• Minimum of Bachelor's degree in business, marketing, communications, information technology, or a related field
Minimum Skills, Knowledge, & Abilities:
• At least 5 years of experience in IT sales, business development, or a related client-facing role
• Strong understanding of the sales lifecycle and proposal process in complex technical environments
• Proven ability to manage multiple capture efforts simultaneously under tight deadlines
• Excellent communication and interpersonal skills with experience engaging executive-level clients
• Proficient with CRM systems (such as Salesforce), proposal development tools, and federal procurement databases (e.g., SAM.gov)
Preferred Skills, Knowledge, & Abilities
• Master's degree in business administration, public administration, or a related field
• 5+ years of experience in federal contracting, including capture or proposal management roles
• Prior experience supporting or leading recompete efforts for government contracts
• Knowledge of government contracting vehicles (GSA, IDIQ, BPA, etc.) and procurement regulations (FAR, DFARS)
• Existing relationships with federal clients, prime contractors, or teaming partners
• Experience coordinating with internal recruiting or staffing teams in support of proposal responses
