Business Systems Analyst - II (Navy ERP / SABRS)

Location: Navy Yard - Washington DC 20374 (Hybrid - now 100% remote but subject to change to 2-3 days)

Clearance: Active Secret

Position Description:
Our client is currently seeking qualified candidates to support the Department of Navy's (DON) Financial Management Transformation Initiatives in the execution of: Operational Data Cleansing for the Navy Fleets (FFC, CPF/PACFLT) and Reserve Forces (RESFOR) Commands.

Experience deploying functional and technical subject-matter expertise in a particular relevant field in support of State or Federal Government agencies or large, complex companies (greater than 1,000) employees. Recognized Expert in Financial Management, Bus. Systems, Accounting, Human Capital, Innovation Field, or relevant Subject

Your future duties and responsibilities:

1. Perform data cleansing within Navy SABRS. Define unknown conditions, resolve critical problems, and develop new concepts relating to financial processes, budgets, accounting, and internal controls.
2. Analyze and identifying data quality and problem conditions to develop a comprehensive strategy to decrease or eliminate abnormal conditions for Navy commands before they migrate to NERP. (Navy ERP)
3. Prepare and remediate financial data for migration to Navy ERP.
4. Recommend KPIs and metrics to facilitate continuing evaluations of data health, quality, and migration readiness milestones of all BSO activities scheduled for Navy ERP go-lives.
5. Identify duplicate or erroneous data and transactions in accordance with DoD 7000.14-R FMR (Financial Management Regulation) and provide recommendations for resolution.
6. Provide KSDs to support external reviews of data cleansing actions and decisions for the accounting treatment of individual records.

Required qualifications and experience:

• Bachelor's degree in finance, accounting, business administration, or related field. dditional two (2) years of relevant experience may substitute for the minimum education requirement.

• 4-6+ years relevant experience based on the below:

o Experience supporting systems consolidation/migration, modernization, ERP implementation, IT system audit readiness, IT audit reviews, I T system control documentation, and / or FISCAM and Risk Management Framework (RMF) implementation and sustainment for Federal Government agencies.
o Demonstrated experience in SAP, Oracle Federal Financials, or other relevant financial system environments.
o Unmatched transactions and/or abnormal transaction reconciliation.
o Experience with Navy ERP (NERP), SABRES required.
o Knowledge of Federal Financial regulations.
o Ability to work independently.
o Excellent communication skills.

Certifications:
CISA or similar IT professional certification required.

Desired qualifications:

• CFDM, DOD Financial Management Level I, II, and/or III. USMC Financial Management School, Training, and/or Officer Course.

• Previous consulting experience in the Federal Government environment.
