General Description
Performs technical duties, planning and developing efficient business and operation systems in support of core organizational functions and business processes. Analyzes, evaluates, and recommends technical solutions to problems and participates in implementing, supporting, and documenting technical and business systems. Manages project compliance, coordination of budgeting, RFP contractor selection and operations.

Essential Job Functions
  • Meet with decision makers, system owners, and end users to define business, financial, and operations requirements and systems goals, and identify and resolve systems issues.
  • Review and analyze the effectiveness of existing systems and develop detailed functional specifications for improving or further leveraging these systems. Identifies client organization's strengths and weaknesses and suggested areas of improvement.
  • Responsible for the implementation, coordination and planning, development and testing, and scheduling of vendor software enhancements and corrections.
  • Facilitate and research to identify requirements, specifications, business processes, and recommendations related to proposed solutions.
  • Delivers elements of systems design, including data migration rules, business rules, flow frames or other detailed deliverables.
  • Responsible for generating and interpreting reports, facts and figures in support of their findings to include business cases and solutions.
  • Provides information technology oversight for new department projects. Ensures coordination with the City's Capital Improvement Program.
  • Acts as project manager for department software projects. Works directly with outside contractors/vendors to ensure accuracy of work, tracks and reports project progress and costs.
  • Develops project estimates and maintains appropriate project tracking solutions.
  • Determine best return on investment for proposed solutions and provide a cost accounting feasibility analysis to justify the means. Explores full functionality of existing software solutions to identify any untapped benefits.
  • Develop Requests for Proposals (RFPs) and Requests for Information (RFIs) for products or services.
  • Perform team assessments and evaluations specific to the project to allow integration of the business solution.
  • Coordinate and perform tests, including end-user reviews, for modified and new systems, and other post-implementation support.
  • Provide training and documentation to end users for all modified and new systems.
  • Provides consultation to constituents in all areas of the City.

Knowledge/Skills/Abilities
  • Skilled in planning, organization, and decision making.
  • Proficiency with translating the business process into technical requirements, including database, integration and functionality to vendors, management, development staff and users.
  • Ability to communicate orally in the English language with customers, clients, and the public using a telephone, face to face, one to one setting, or using data network systems.
  • Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
  • Skilled in using computers for data entry, word processing and accounting purposes.
  • Knowledge of sound project management principles and practices, with ability to manage multiple projects simultaneously.
  • Ability to analyze work methods and procedures, with general understanding of performance measures.
  • Evaluates and recommends improvements to operational management procedures, processes, and policies.
  • Ability to produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
  • Ability to act independently and logically to implement policies of supervisor.
  • Ability to comprehend and make inferences from written material.
  • Ability to enter data or information into a terminal, PC, or other keyboard device.
  • Ability to effectively manage multiple tasks at once.
  • Ability to translate technical terms to understandable language for users.
  • Ability to keep information secure and confidential.
  • Ability to interpret system specifications and prepare documentation.
  • Ability to perform on-call, evening, or weekend work.
  • Excellent customer service skills, including ability to communicate technical and other data effectively, both in person and in writing.
  • Ability to plan, organize and use mature judgment in evaluating situations and making decisions in accordance with established policy.
  • Ability to establish and maintain effective working relationships with City officials, other employees, and the general public.
  • Proficiency with standard office productivity tools such as Word, Excel, Visio, Outlook, MS Project.
In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
Education, Experience, Licenses and Certifications
Education and Experience:
  • Bachelor's degree in Information Systems/Technology from an accredited college or university, or a combination of post-secondary technical education.
  • Three (3) years of direct experience in a relevant information technology position.
  • Four (4) yeas of experience as an IT project manager or comparable project management experience.
Licenses and Certifications:
  • Possession of or ability to obtain a valid Florida driver's license by date of hire.
  • Will be required to submit to a State and National Criminal Background Investigation

Emergency Response Responsibility

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

The City offers eligible employees the choice of 2 Open Access In Network plans and 1 Open Access PPO Plan. Premiums and co-pays are dependent upon your plan choice.

Cigna Dental- Dental Insurance
The City's dental plan is a PPO plan providing eligible employees with in network or out of network options. You are entitled to two (2) preventive care treatments per calendar year (6 months apart). There is a $1,500 lifetime maximum for Orthodontia (children up to age 19). Premiums will depend on which tier you choose.

EyeMed Vision Care - Vision Insurance

The City's vision plan allows eligible employees to stay in network or go out of network. Your co-pays will vary depending on the network you use. You are entitled to an exam, frames and lenses once every 12 months.

Cigna Life - Life, Voluntary Life, Dependent Life Insurance

The City offers eligible employees a basic term life insurance benefit equal to their annual salary up to a $75,000 maximum at no charge. You can purchase additional voluntary life insurance for yourself and your dependents.

Cigna - Short Term Disability

The City provides short term disability coverage to all eligible employees at no cost to the employee. This coverage is used in the event of an accident or illness outside of work. The plan pays 66.67% of your weekly salary up to a maximum of $1,000. Benefits begin on the 31st day of your disability. The City offers a buy-up to the Short Term Disability Benefit with a 7 day wait period.

E-Flex - Flexible Spending Account

A flexible spending account helps you pay out-of-pocket medical, dental, eye care, daycare and other expenses, with tax deferred money deducted from your paycheck each payroll. The maximum annual election is $2,500.00. Over-the-counter medications must be accompanied by a doctor's prescription although other medical supplies will still be eligible for reimbursement. This is a voluntary benefit.
